Job summary

SYNCHRON, LLC is seeking a Records and Knowledge Management Program Analyst to provide administrative support to the U.S. Navy Team Submarine at the Washington Navy Yard in Washington, DC.

The role covers managing, storing, retrieving, and officially recording documents, plus advising the Secretariat of the Director of Submarine Programs.

Onsite at Washington Navy Yard with telework 2-3 days per week, and potential for travel up to 10%.

Qualifications

  • Three (3) years of direct DoW or Navy Records Management program or operations support.
  • 10 years professional work experience.
  • Knowledge of federal government, Department of War, and Department the Navy record life-cycle management principles, laws and regulations.
  • Familiar with FOIA principles.
  • Proactive approach to problem-solving.
  • Ability to work collaboratively with various stakeholders, directorates and program offices to ensure that records are managed properly.
  • Strong analytical, problem solving, organization, and project management skills.
  • Excellent communication and presentation abilities, with experience advising senior leadership and communicating across organizational boundaries.
  • Bachelor's degree.
  • Active DoW Secret Clearance.

Responsibilities

  • Oversee and execute all record management policies and procedures.
  • Ensure compliance with federal legal and regulatory requirements.
  • Train staff and new record coordinators and record liaisons on record management process and procedures.
  • Provide recommendations for the Secretariat on initiatives related to record management and ensure they lead to mission success.
  • Create Standard Operating Procedures and job aid for Team Sub record management.
  • Conduct research and review FOIA requests, as the designated point of contact for Team Sub that are sent for processing.
  • Manage the proper destruction of obsolete records in accordance with policies.
  • Identify and analyze documents for relevance and ensure the Department of the Navy's classification system is implemented.
  • Serve as the primary point of contact for inquiries related to record management and provide customer service support to Team Sub on other inquiries.
  • Compile all information and provide administrative guidance as the secondary Integrated Risk Management (IRM) Coordinator for Team Sub IRM program.
  • Coordinate with other departments to ensure proper record-keeping practices.
  • Maintain current knowledge of best practices and developments by attending lunch and learn sessions.
  • Compose mandatory Designation letters for new record coordinators.
  • Monitor and update any changes that affect the record management program for Team Sub.
