Qualifications

• Must have a 4-year degree and able to obtain federal clearance.
• Experience coordinating NAVSEA or similar government programs is preferred.
• Knowledge of contract change processes (NOC, FMR) and cost reporting.

Responsibilities

• Reviews status of projects and budgets; manages schedules and prepares status reports.
• Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
• Plan and conduct contract reviews for the determination of quality program requirements and review the contractor's procedures, practices, instructions, and directives.
• Attend meetings, briefings, conferences as assigned and prepare cost performance analysis reports to be used by NAVSEA 08.
• Provide deck plate support for NNPP CVN/Submarine waterfront acquisition issues.
• Prepare written reports, memoranda, and correspondence detailing results of assignments, making oral presentations and engaging in discussions dealing with technical and quality matters.
• Review, analyze, and evaluate contractor generated data and reports.
• Provide analysis reports, data, and recommendations to permit the Government’s development of the position on significant cost issues involving contracts.
• Gather relevant supporting data and create FMR and NOC letter responses; staff NR program reviews.
• Assemble cost report data and develop independent analyses to determine expenditure trends.
• Conduct cost report analysis and progress of work to cost reporting.
• Review material ordering practices and performance for on-time orders and procurement strategies.
• Liaise with SUPSHIP to ensure NAVSEA 08 guidance compliance and validate EVM metrics.
• Be knowledgeable of work packages and construction sequences to support NNPP needs.
