Job summary

Bowhead seeks a Program Manager for a potential contract with Commander Navy Region Southeast Regional Port Operations Maintenance and Services at Mayport, FL. You will oversee personnel delivering operations, logistics, and maintenance support to CNRSE and ensure contractual deliverables meet quality and schedule.

Qualifications

• 15+ years waterfront operations and management experience, or 10+ years with a BA/BS in Management, Marine Transportation or Engineering.
• Demonstrated leadership skills and ability to train and supervise staff across multiple roles.
• Ability to guide small boat maintenance including outboard and diesel engines, and hull maintenance.
• In-depth knowledge of United States Coast Guard licensing requirements and scheduling manpower for ship movements.
• Familiarity with ABYC and ABS standards.
• Ability to develop shipyard and ship repair work packages with specifications.
• Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint).
• Strong communication with all levels of employees and external contacts.
• Excellent interpersonal skills and sound judgment; able to work independently or in a team.

Responsibilities

• Oversee contractual requirements, deliverables, timelines, quality, and budget for CNRSE operations.
• Direct daily activities of personnel supporting all CNRSE requirements and deliverables.
• Provide direction and supervision to subordinates including maintenance engineers, site supervisors, Coxswains, deckhands, and logistics staff.
• Develop objectives and priorities; plan budgets; allocate funds and personnel; assign responsibilities to ensure contractual compliance.
• Establish policy, operating procedures, and guidance; set goals for subordinates.
• Drive continuous process improvement across business processes, policies and procedures.
• Address employee complaints, administer disciplinary actions, and approve leave requests.
• Conduct and document quality assurance checks of maintenance and repair processes; report findings.
• Perform other duties as assigned.
