Job summary

Bowhead is seeking a Program Manager to oversee the Commander Navy Region Southeast Regional Port Operations Maintenance and Services Contract, based in Mayport, FL. The role requires supervising personnel delivering operations, logistics, and maintenance support to CNRSE, with responsibility for budgets, schedules, and compliance.

Essential leadership includes directing maintenance teams, planning objectives, and ensuring quality delivery in a complex government contracting environment.

Qualifications

  • 15+ years of waterfront operations/management experience, or 10+ years with a BA/BS in Management, Marine Transportation, or Engineering.
  • Demonstrated leadership and training ability for harbor operations, small boat and work boat operations, oil spill response, and related plans.
  • Proficiency in guiding maintenance for outboard and diesel engines, hulls, and related systems.
  • Knowledge of US Coast Guard licensing requirements and scheduling manpower/equipment for ship movements.
  • Familiarity with ABYC and ABS standards.
  • Ability to develop shipyard and ship repair work packages with clear specs.
  • Intermediate MS Office skills (Word, Excel, Outlook, PowerPoint).
  • Strong communication and teamwork across all levels.

Responsibilities

  • Manage all contract deliverables, ensuring timely completion, quality, and budget adherence.
  • Provide oversight and direction to subordinates including maintenance engineers, site supervisors, and crews.
  • Plan budgets, allocate resources, and assign responsibilities to meet contractual requirements.
  • Establish policies, procedures, and guidance for operations.
  • Drive continuous process improvements across business processes and policies.
  • Document quality assurance of maintenance/repair processes and report findings.
  • Handle employee inquiries and enforce disciplinary actions as needed.

Overview

PROGRAM MANAGER (CNRSE-2026-25929)

Bowhead is seeking to network with a Program Manager for a potential contract for Commander Navy Region Southeast Regional Port Operations Maintenance and Services Contract based out of Mayport Florida. to provide oversight and supervision of personnel providing operations, logistics and maintenance support to Commander Navy Region Southeast (CNRSE).

Responsibilities

Essential functions will include:

  • Effectively manage all contractual requirements/deliverables delineated in the Contract/Delivery Orders while being responsible for oversight, timely completion, quality and budget of all contractual deliverables. Ability to effectively communicate with Military and Civilian Government personnel regarding assigned operations and equipment status.
  • Responsible for the day-to-day duties of personnel in support of all requirements/deliverables provided to CNRSE. Provide direction and supervision over work performed by subordinates, to include but not limited to, Senior Maintenance Engineer, Site Supervisors, Coxswains, Deckhands, Outboard and Diesel engine Boat Technicians, and a Logistics Specialist.
  • Develops, plans and establishes objectives and priorities; plans, presents, and justifies budgets; determines structure; allocates funds and personnel resources; and assigns responsibilities to subordinates ensuring performance is in accordance with all contractual requirements.
  • Establishes policy, operating instructions/processes and guidance. Develops goals and objectives for subordinates.
  • Responsible for continuous process improvement in all aspects of business processes, policies and procedures.
  • Hears and resolves complaints from employees. Effects disciplinary measures, such as warnings, reprimands, suspensions, and recommends action. Approves/disapproves leave requests from subordinate employees.
  • Conducts and document quality assurance checks of maintenance and repair processes performed at their installation and provide written reports.
  • Other duties as assigned
Qualifications
  • 15 Years of relevant experience in waterfront operations and managementor 10 years relevant experience and a BA/BS Degree in Management, Marine Transportation or Engineering.
  • Must possess demonstrable leadership skills and a full understanding of training evolutions required to support all aspects of harbor operations, small boat and work boat operations, oil spill response, facility response plans, and oil spill booming strategies.
  • Must have the ability to guide and direct small boat maintenance to include outboard engine, diesel engine and hull predictive, preventive and corrective maintenance requirements.
  • Must have an in-depth understanding of United States Coast Guard licensing requirements, and the ability to schedule required manpower and equipment for ship movements and operations.
  • Must be knowledgeable with American Boat and Yacht Council (ABYC) and American Bureau of Shipping (ABS) standards.
  • Must be able to develop shipyard and ship repair work packages with specifications.
  • Intermediate level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
