Artemis Consulting, LLC seeks a mid‑level Financial Management Analyst/Consultant to support the Department of the Navy and NAVWAR in Washington, DC. This full‑time onsite role delivers accounting and financial management support to government clients, balancing independent execution with collaboration across cross‑functional teams.

The candidate will handle PPBE activities, budget development, variance analysis, and executive‑level reporting while ensuring compliance with federal policies.

Qualifications

• Bachelor’s degree from an accredited institution.
• 3–7 years of Navy/DoW financial management or relevant federal consulting experience.
• Strongly preferred: Navy experience including NAVWAR, accounting/finance, NAVWAR systems, and PPBE processes.
• Ability to obtain a SECRET government security clearance (TS/SCI may be required).

Responsibilities

• Enter, maintain, and analyze financial data in government systems (e.g., Navy ERP, Standard Procurement System, and successor systems).
• Assist with budget formulation, cost tracking, and variance analysis.
• Measure organizational performance and evaluate program or policy impacts on budget execution.
• Research financial and economic trends affecting funding and expenditures.
• Ensure compliance with policies and procedures governing budget formulation and maintenance.
• Manage multiple funding types and coordinate with internal and external stakeholders.
• Prepare and present financial budgets, reports, analyses, and executive‑level summaries.
• Develop recommendations and courses of action (COAs) to address financial challenges.
• Interpret and apply financial management policies, regulations, and strategic objectives.
