Artemis Consulting, LLC, in San Diego, CA, is seeking a Mid-Level Financial Management Analyst/Consultant to support NAVWAR and PEO C4I programs. This full-time, on-site role provides financial management and accounting support to U.S.

Navy programs, offering critical analysis and advisory services to government stakeholders. You will work with a consulting team to deliver budgets, spend plans, variance analysis, and COAs, with opportunities to grow in DoD finance, PPBE processes, and Navy ERP

Qualifications

• Bachelor’s degree from an accredited institution.
• 3–5 years of Navy/DoD financial management or relevant federal consulting experience.
• Strongly preferred: Department of the Navy experience, including accounting, finance, consulting, NAVWAR financial systems, and PPBE processes.
• Ability to obtain a SECRET government security clearance (TS/SCI may be required for select projects).

Responsibilities

• Enter and maintain financial data in government systems (e.g., Navy ERP, Standard Procurement System, and successor systems)
• Assist with budget formulation, cost tracking, and variance analysis
• Measure organizational performance and assess program or policy impacts on budgets
• Research financial, economic, and regulatory factors affecting program funding and execution
• Ensure compliance with policies and procedures governing budget formulation and spend plans
• Manage multiple funding types while coordinating with cross‑functional stakeholders
• Prepare and present financial budgets, reports, analyses, and executive‑level summaries
• Develop recommendations and courses of action (COAs) to address financial challenges
• Interpret and apply financial management policies, regulations, and strategic objectives
