Artemis Consulting, LLC seeks a Mid-Level Financial Management Analyst/Consultant to support PEO C4I / NAVWAR in San Diego, CA. This full-time, onsite role provides financial management and accounting support to U.S. Navy programs as part of a consulting team.

The role requires 3–5 years Navy/DoD experience, strong analytical skills, and expertise with DoD budgeting and systems like Navy ERP. Security clearance eligibility is required; non-U.S. citizens are ineligible.

Qualifications

Bachelor’s degree required.
3–5 years Navy/DoD financial management or relevant federal consulting experience.
Strongly preferred: Navy/DoD experience including NAVWAR financial systems and PPBE processes.
Ability to obtain a SECRET government security clearance (TS/SCI may be required for select projects)

Responsibilities

Enter and maintain financial data in government systems (e.g., Navy ERP, Standard Procurement System)
Assist with budget formulation, cost tracking, and variance analysis
Measure organizational performance and assess impacts on budgets
Research financial, economic, and regulatory factors affecting program funding
Ensure compliance with budget policies and spend plans
Manage multiple funding types while coordinating with cross‑functional stakeholders
Prepare and present financial budgets, reports, analyses, and executive‑level summaries
Develop COAs to address financial challenges
Interpret and apply financial management policies and objectives
