Position Overview
ATS is seeking an experienced, growth-oriented NASA SEWP VI Program Manager to lead the execution of our SEWP VI contract vehicle (Categories A and C). This individual will serve as the primary interface with the NASA SEWP Program Management Office (PMO), own overall contract performance and compliance, and drive both operational excellence and business growth. The ideal candidate balances strategic leadership with hands-on program management and thrives in building high-performing teams within a government contracting environment.
Primary Responsibilities
Program Leadership & SEWP PMO Interface
- Serve as the primary Point of Contact (POC) with the NASA SEWP Program Management Office
- Own overall accountability for SEWP VI contract performance, compliance, and customer satisfaction ratings
- Attend mandatory SEWP Program Manager meetings and ensure timely responses to PMO requests
- Maintain accurate company contact information and Program Office staffing on the SEWP website
- Ensure all contractual requirements, reporting, and performance metrics are met
Process Ownership & Systems
- Own configuration and continuous improvement of Unanet Contraqer as the system of record for the full deal lifecycle
- Establish and refine Opportunity scoring rules, approval thresholds, and workflow controls
- Drive disciplined quote-to-order processes that protect margins and SEWP compliance
- Oversee reporting (order status, quarterly administrative fees, subcontracting reports as applicable)
- Lead and coach the Deputy Program Manager, Sales Lead, and Fulfillment Representative
- Build a high-performing Program Office culture focused on speed, accuracy, and accountability
- Support business development efforts, customer engagement, and strategic partner relationships
- Monitor Analytics for win rates, margins, partner performance, and pipeline health
- Escalate and resolve high-risk issues while empowering the team to own day-to-day decisions
Compliance & Risk Management
- Ensure strict adherence to SEWP ordering rules (SCN-only acceptance, CLIN verification, status updates)
- Maintain “zero tolerance” for process deviations that could damage SEWP performance ratings
- Approve high-value or exception quotes and Sales Orders as required
- Protect company reputation through consistent delivery quality and responsive customer communication
Required Qualifications
- 5+ years of experience in federal government contracting, preferably with GWACs or IDIQs (SEWP, GSA, Alliant, or similar)
- Proven experience serving as a Program Manager or Contract Manager on federal IT/AV contracts
- Strong understanding of FAR, NASA FAR Supplement (NFS), and SEWP ordering procedures
- Demonstrated ability to lead cross-functional teams and drive process improvement
- Excellent written and verbal communication skills; comfortable interfacing with government PMO staff
- Strong analytical skills and comfort with CRM/ERP systems and performance dashboards
Preferred Qualifications
- Direct prior experience as a NASA SEWP V or SEWP VI Program Manager
- Experience with Unanet, Contraqer, or similar GovCon quote-to-cash platforms
- Background in IT hardware, software, networking, AV, or cybersecurity solutions
- PMP or equivalent program management certification
- Experience building or scaling a Program Office in a small-to-mid size contractor

Success in this role will be measured by:
- SEWP performance ratings (customer satisfaction, contract adherence, information distribution)
- On-time and accurate reporting to the SEWP PMO
- Team productivity and quote/order cycle times
- Gross margin discipline and win rates on Category A and C opportunities
- Successful ownership transfer of day-to-day operations to the DPM and team
