Qualifications

Job Overview

The Program Manager is responsible for the strategic management, growth, and operational oversight of WTI's participation on the NASA Solutions for Enterprise-Wide Procurement (SEWP VI) Government-Wide Acquisition Contract (GWAC). This position serves as the primary point of contact for NASA SEWP Program Office personnel, federal customers, teaming partners, subcontractors, and internal stakeholders to ensure successful contract administration, compliance, business development, and program execution. The Program Manager oversees contract performance, supports federal agencies utilizing the SEWP contract vehicle, ensures compliance with applicable Federal Acquisition Regulation (FAR), NASA SEWP requirements, and company policies, and works collaboratively with Business Development, Contracts, Finance, Operations, and technical staff to maximize contract utilization and customer satisfaction.

Responsibilities
  • Serve as the primary Program Manager for WTI's NASA SEWP VI contract.
  • Manage the overall performance of the SEWP VI contract throughout the period of performance.
  • Maintain compliance with all NASA SEWP contractual requirements, policies, procedures, and reporting obligations.
  • Coordinate contract modifications, updates, certifications, and required documentation.
  • Ensure accurate maintenance of contract files, pricing information, and contract records.
  • Coordinate cross-functional teams including Contracts, Pricing, Finance, Technical Operations, Human Resources, and Business Development.
  • Assign and monitor action items to ensure timely completion.
  • Promote continuous process improvement throughout contract administration.
  • Serve as the primary liaison between WTI, the NASA SEWP Program Office, federal customers, and teaming partners.
  • Support customer acquisition activities by responding to Requests for Quotes (RFQs), Requests for Information (RFIs), and other procurement inquiries.
  • Coordinate internal technical resources to develop timely and compliant customer responses.
  • Maintain strong relationships with federal agency customers utilizing the SEWP contract vehicle.
  • Resolve customer issues and coordinate corrective actions when necessary.
Business Development
  • Develop strategies to maximize utilization of the SEWP VI contract vehicle.
  • Identify new business opportunities across civilian and Department of Defense agencies eligible to use SEWP.
  • Collaborate with Business Development, Capture, and Proposal teams to pursue opportunities.
  • Coordinate marketing efforts promoting WTI's SEWP capabilities.
  • Participate in industry events, customer meetings, and outreach activities supporting contract growth.
  • Monitor contract performance metrics and key performance indicators.
  • Track task orders, awards, revenue, pipeline activity, and contract utilization.
  • Prepare program status reports for executive leadership.
  • Coordinate onboarding of new task orders and project teams.
  • Support internal audits and contract compliance reviews.
  • Monitor program revenue, funding, and contract utilization.
  • Support forecasting, budgeting, and financial reporting activities.
  • Coordinate with Finance regarding invoicing, funding modifications, and contract reporting.
  • Monitor subcontractor expenditures and contract funding.
Required Qualifications
  • achelor’s degree in business administration, Program Management, Information Technology, Engineering, or related field.
  • Experience supporting Federal Government contracts and program or project management experience.
  • Experience administering Government-Wide Acquisition Contracts (GWACs), IDIQs, or multiple-award contracts.
  • Strong knowledge of Federal Acquisition Regulation (FAR) and compliance.
  • Experience working with federal procurement organizations.
  • Excellent written and verbal communication skills.
  • Strong organizational and analytical abilities.
Preferred Qualifications
  • Experience supporting NASA SEWP, GSA MAS, CIO-SP3, OASIS, Polaris, or other federal contract vehicles.
  • Project Management Professional (PMP) certification.
  • Federal Contract Manager (CFCM) certification.
  • Experience supporting DoD and civilian agencies.
  • Experience with proposal management and capture support.
  • Knowledge of federal IT procurement.
  • Thorough understanding of federal procurement processes.
  • Knowledge of GWAC administration and task order management.
  • Ability to interpret solicitation requirements and contract terms.
  • Ability to manage multiple priorities and deadlines.
  • Ability to work independently while leading cross-functional teams.
