Job summary

Wichita Tribal Enterprise, a subsidiary of Quivera Enterprises, LLC, seeks a Budget Analyst III to support NASA at Kennedy Space Center. The role focuses on developing cost estimates, performing financial analysis, and supporting budgeting systems within a collaborative team setting.

The ideal candidate will use RSMeans CostWorks and other government systems to produce data-driven insights, communicating complex financial information to technical and non-technical stakeholders.

Qualifications

• Bachelor’s degree in Finance, Engineering, Construction Management, Business, or related field.
• Experience using RSMeans CostWorks or equivalent cost-estimating platforms.
• Knowledge of federal contracting, cost analysis, and pricing methodologies.
• Experience supporting Contracting Officers and Project Managers in a government environment.
• Strong analytical, documentation, and reporting skills.
• Ability to interpret construction, repair, and O&M cost elements.
• Must have the ability to obtain and maintain the required Government security clearance.

Responsibilities

• Develop and update facility-type project cost estimates for task order processing.
• Prepare and deliver IGCEs in support of contracting officer evaluations.
• Support NASA Project Managers in developing IGCEs and cost analysis deliverables.
• Review RSMeans estimates and provide technical evaluation support to Contracting Officers.
• Review EWRS task order status to align with iSite tracking and reporting systems.
• Respond to Project Manager inquiries related to cost estimating and IGCE development.
• Install, configure, update, and manage RSMeans CostWorks software.
• Maintain contractor pre-priced worksheet templates with annual updates.
• Develop and maintain standardized IGCE templates.
• Create, review, and maintain CostWorks documentation and manuals.
• Deliver training on RSMeans CostWorks functionality and estimating processes.
• Develop CostWorks reporting tools aligned with MOI requirements.
• Maintain CostWorks training manuals based on system upgrades.
• Provide analytical support for cost-reimbursable task orders.
• Monitor system usage and generate weekly CostWorks reports.
• Support iSite functionality and integration with estimating workflows.
