Job summary

SimIS, Inc. is seeking a Multi-Domain Operations Integration Analyst to support Joint Effects MDJE capability development. The role covers doctrine, DOTMLPFI, and coordination from tactical to strategic levels with JE leadership.

The position requires a Master’s degree and up to 10 years of related experience in a multinational/ NATO context, plus strong program management and briefing skills. Onsite in Norfolk, VA area with full benefits.

Qualifications

• Master’s degree in engineering, information systems, aeronautics, operations research, PM, business administration or related.
• Ten years of operational experience in integration on a Joint or Strategic level staff (NATO or national HQ).
• 5–10 years of Programme/Project Management in a complex environment; PMP certification desirable.
• 5–10 years of multinational experience with NATO/National components and familiarity with NATO agencies’ roles.
• Experience briefing senior leaders/decision makers.

Responsibilities

• Provide methodological and analytical support for holistic MDJE capability development.
• Support MDJE projects (e.g., NKKFI lines of effort and Beacon Projects) as required.
• Capture, develop, analyze, evaluate and trace requirements across DOTMLPFI.
• Develop and review MDJE doctrinal corpus and policies.
• Coordinate DOTMLPFI development and action recommendations across lifecycles.

Job Description

SimIS, Inc. is seeking support for the development of Multi-Domain & Joint Effects (MDJE) capability products across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Interoperability (DOTMLPFI) lines of development in a life cycle approach, based on the guidance of the Joint Effects (JE) Capabilities Programme Director/Section Head and JE Integrator/Architect. To support our customer, SimIS, Inc. seeks a Multi-Domain Operations Integration Analyst to support the JE Capabilities Programme Director and Project Coordinators in their programme management efforts, including the interaction with MDJE stakeholders at all levels, from Tactical to Strategic.

Qualifications

• Master’s degree in engineering, information systems, aeronautics, operations research, project management, business administration or related disciplines. Bachelor’s degree and 10 years of experience are acceptable.

• Ten (10) years of operational experience in integration and synchronization of effects (in particular Non-Kinetic/Non-Lethal) on a Joint or Strategic level staff, and/or J3 or J5 experience in NATO or National HQ.

• 5-10 years of Programme/Project Management experience within a complex and dynamic environment, with a focus on military capability development. PMP certification is desirable.
• 5-10 years of experience working in a multinational organization (e.g., a NATO Command, a National military component within NATO Force Structure) and familiarity with NATO agencies’ role in system development.

• 5-10 years of experience briefing senior leaders/decision makers.

Responsibilities

• Provision of methodological and analytical expertise in support of the development and implementation of the holistic approach toward Multi-Domain & Joint Effects capability development, especially regarding Non-kinetic/Non-Lethal Fires and Effects Integration.
• Support MDJE-related projects (e.g. Non-Kinetic & Kinetic Fires Integration/NKKFI Line of Effort; MDJE-related Beacon Projects) as required by JE Capabilities Programme Director and the JE Integrator/Architect.
• Support the elicitation, capture, development, analysis, evaluation and traceability of higher and lower-level requirements (such as capability targets, operational requirements, system specifications, interoperability requirements, etc.) across all aspects of DOTMLPFI.
• Support the development, analysis and review of MDJE-related doctrinal corpus (e.g. policies, doctrines, directives concepts of operation/employment, courses of action and alternatives).
• Coordinate DOTMLPFI development and implementation synchronization; support the development of recommended courses of action to resolve issues relating capability development, across the capabilities’ lifecycles.
