Job summary

SimIS, Inc. seeks an Electronic Warfare (EW) Operations Analyst to support DOTMLPFI-enabled capabilities across DOTMLPFI lines of development within ACT JE Capabilities Programme.

Onsite in Norfolk, VA, the role focuses on program management coordination with EMO/EW stakeholders from strategic to tactical levels. Ideal candidates will have 10+ years in EMO/EW, PMP desirable, and experience briefing senior leaders, with multinational exposure and NATO familiarity.

Qualifications

• Master’s degree or Bachelor’s with 10 years EMO/EW experience.
• 10 years of operational EMO/EW experience at Tactical or Joint level.
• 5–10 years of Programme/Project Management in military capability development.
• 5–10 years in multinational organizations and familiarity with NATO agencies.
• 5–10 years of briefing senior leaders/decision makers.

Responsibilities

• Elicit, capture, develop, analyze, and trace requirements across DOTMLPFI.
• Develop and review EMO/EW doctrinal corpus (policies, directives, concepts).
• Coordinate DOTMLPFI development and action plans across lifecycles.
• Collaborate with national and international military and civilian orgs.
• Administer programme status information in the electronic environment.
• Interact with NATO Agencies in EMO/EW programmes.

Job Description:

SimIS, Inc. is seeking support for the development of Electromagnetic Operations and Electromagnetic Warfare (EMO/EW) related capability products across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Interoperability (DOTMLPFI) lines of development in a life cycle approach, based on the guidance of the Joint Effects (JE) Capabilities Programme Director/Section Head; the EMO/EW Project Coordinator and the JE Integrator/Architect. SimIS, Inc. seeks an Electronic Warfare (EW) Operations Analyst to support the ACT JE Capabilities Programme Director and Project Coordinators in their programme management efforts, including the interaction with EMO/EW and Joint & Multi‑Domain Effects stakeholders at all levels, from strategic to tactical.

Experience Required:

• Master’s degree in engineering, information systems, aeronautics, operations research, project management, business administration or related disciplines. Bachelor’s degree and 10 years of experience are acceptable.
• Ten (10) years of operational experience in EMO/EW at Tactical or Joint level (e.g. Joint Interface Control Officer- JICO and Multi‑interface tactical data link experience; Navigation Warfare (NAVWAR), Precision Navigation and Timing (PNT), and Battlespace Spectrum Management (BSM) in NATO or National HQ.
• 5-10 years of Programme/Project Management experience within a complex and dynamic environment, with a focus on military capability development. PMP certification is desirable.
• 5-10 years of experience working in a multinational organization (e.g., a NATO Command, a National military component within NATO Force Structure) and familiarity with NATO agencies’ role in system development.
• 5-10 years of experience briefing senior leaders/decision makers.

Responsibilities:

• Support the elicitation, capture, development, analysis, evaluation and traceability of higher and lower‑level requirements (such as capability targets, operational requirements, system specifications, interoperability requirements, etc.) across all aspects of DOTMLPFI.
• Support the development, analysis and review of EMO/EW related doctrinal corpus (e.g. policies, doctrines, directives concepts of operation/employment, courses of action and alternatives).
• Coordinate DOTMLPFI development and implementation synchronization; support the development of recommended courses of action to resolve issues relating to capability development, across the capability’s lifecycles.
• Collaborate with national and international military and civilian organizations, including centres of excellence and academia, in support of the activities above.
• Administration of EMO/EW capabilities development programmes status information in the electronic environment supporting ACT warfare development information sharing and coordination.
• Support the interaction with NATO Agencies in context of the EMO/EW capabilities development programmes and validation of capabilities.
