Job summary

Halff seeks a Professional Civil Engineer (PE) to join our Land Development team as a MUD Project Manager in Houston, TX. You will act as district engineer for MUD districts, manage bonds, scopes, budgets, and schedules, and lead multi-disciplinary teams to deliver impactful infrastructure projects.

The ideal candidate has 5–10 years in land development/public works with MUD focus, strong technical writing, and proficiency with Civil 3D.

Qualifications

• Bachelor’s or master’s degree in civil engineering or ABET accredited equivalent engineering degree.
• Professional Engineer (PE) License in the State of Texas.
• 5-10 years of experience, leading and/or supporting land development or public works projects with specific emphasis on MUD districts.
• Excellent technical writing and communication skills.
• Must be proficient in project management, administration, and supervision, with a focus on quality, integrity and success.
• Must have technical experience with land development software such as Civil 3D.

Responsibilities

• Act as district engineer for one or more MUD districts.
• Prepare MUD bond documentation as needed to support ongoing infrastructure needs.
• Manage projects from planning through delivery, collaborating with project members, multi-practice teams, subconsultants and other stakeholders to communicate deliverables, requirements, schedules, costs and meeting plans.
• Assist in development and management of project scopes, budgets, and schedules.
• Support in preparation of proposals and RFQs.
• Manage QA/QC to ensure projects meet Halff requirements and recognized standards.
• Apply technical expertise to understand project specific standards and deliverables.
• Monitor project budgets, allocate resources effectively, and identify opportunities to optimize efficiency and profitability.
• Build and maintain relationships with clients, ensuring satisfaction throughout the project lifecycle.
• Provide mentorship and technical guidance to engineers and staff.
