Job summary

Halff seeks a Professional Civil Engineer (PE) to lead land development projects from the Houston, TX office. You will manage light industrial, office/warehouse, commercial developments, parks, and sports field complexes, delivering maintainable and sustainable designs for municipalities, government agencies and private developers.

You will guide project teams, mentor engineers and staff, manage budgets and schedules, and develop proposals and RFQs, with potential for ownership in the firm.

Qualifications

  • Bachelor’s or Master’s degree in civil engineering or ABET-accredited equivalent.
  • Professional Engineer (PE) license in the State of Texas.
  • 5 years of experience leading/supporting land development projects (light industrial, office/warehouse, commercial, parks/sports fields).
  • Strong technical writing and communication skills.
  • Proficient in project management, administration, and supervision with focus on quality and integrity.
  • Experience with land development software such as Civil 3D; 2D modeling knowledge beneficial.

  • Assist in developing and managing project scopes, budgets, and schedules.

Project Manager, Land Development, Houston, TX

Halff is seeking a Professional Civil Engineer (PE) to join our expanding Land Development team as a Project Manager out of our Houston, TX office location. In this role, you will lead and manage land development projects, delivering light industrial, office/warehouse and commercial developments, as well as community parks and sports field complexes. The ideal candidate brings at least 5 years of experience in land development engineering. You are a technically strong, solutions‑oriented professional who thrives on helping communities and developing cost‑effective, maintainable, and sustainable designs for municipalities, government agencies, and private developers. What You Will Do
  • Manage projects from due diligence through delivery, collaborating with project team members, multi-practice teams, subconsultants and other stakeholders to make sure deliverables, requirements, schedules, costs and meeting plans are communicated.
  • Assist in development and management of project scopes, budgets, and schedules.
  • Support in preparation of proposals and RFQs.
  • Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
  • Apply technical expertise appropriately by understanding project specific standards, criteria, deliverables and best practices.
  • Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability.
  • Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
  • Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within project team.
  • Utilize appropriate tools to plan project timelines, quality control, tasks, milestones and deadlines.
  • Prepare agendas, meeting notes and project summaries.
  • Communicate schedule and changes to all stakeholders.
  • Monitor task completion status to identify at-risk project tasks and to develop mitigation plans.
  • Allocate resources, budgets and hours to the project and adjust allocations when necessary.
What You Will Need
  • Bachelor’s or master’s degree in civil engineering or ABET accredited equivalent engineering degree.
  • Professional Engineer (PE) License in the State of Texas.
  • 5 years of experience, leading and/or supporting land development projects including delivering light industrial,office/warehouse, and commercial developments, as well as community parks and sports field complexes.
  • Excellent technical writing and communication skills.
  • Must be proficient in project management, administration, and supervision, with a focus on quality, integrity and success.
  • Must have technical experience with land development software such as Civil 3D.
  • Experience with 2D modeling software packages are beneficial but not required.
  • Established client relationships in Houston Metro a plus.
