Job summary

Owlsln seeks an experienced E-Learning Technical Specialist to manage Moodle administration, course development, and LMS operations for enterprise systems supporting federal grants and Office of Head Start. You will ensure data integrity, accessibility compliance, and provide technical support for grant review activities.

You will configure Moodle, develop courses with multimedia, perform QA and analytics, and create SOPs. A Public Trust clearance will be pursued as needed.

Qualifications

Bachelor’s degree in IT, CS, Educational Technology, or related field.
4+ years LMS administration or government technical operations experience.
2+ years Moodle administration and course-building experience.
Ability to obtain and maintain a Public Trust Clearance.

Responsibilities

Build, configure, and deploy Moodle courses, assessments, certificates, badges, and workflows.
Convert instructional content into production-ready e-learning modules with multimedia.
Administer Moodle, troubleshoot issues, manage user access, and support integrations.
QA testing, reporting, analytics, and accessibility compliance (Section 508).
Provide technical support for grant review operations (ARM configuration).
Develop technical documentation, SOPs, and process improvements.
