Job summary

Leidos seeks a Project and Program Manager to lead the Chinook program supporting an IC application. You will coordinate engineering, software development, test, DevSecOps, security, staffing, contracts, and customer organizations to move work forward and achieve mission outcomes.

Active Top Secret/SCI clearance is required. You will manage cost, schedule, scope, risks, and dependencies while guiding multiple Agile teams across diverse environments, including Englewood, CO.

Qualifications

• US citizenship is required per contract.
• Bachelor's degree in Computer Science, Software Engineering, or related field and 5+ years of prior relevant experience or Master’s with 3+ years of prior relevant experience.
• 3+ years of experience supervising or leading teams or projects.
• Experience managing complex technical projects or programs.
• Experience with cost, schedule, scope, risks, issues, dependencies, and deliverables.
• Experience with Agile/Scrum and SAFe.
• Experience with government or mission customers.
• Strong written, verbal, organizational, and presentation skills.
• Experience with contract execution and SOW/PWS.
• Experience with financial forecasting and program cost management.

Responsibilities

• Lead execution of assigned projects, programs, and related activities from planning through delivery.
• Develop and maintain integrated project plans, schedules, milestones, dependencies, and deliverables.
• Coordinate cross-functional teams across engineering, integration, test, DevSecOps, security, and operations to ensure successful execution.
• Monitor performance against cost, schedule, scope, quality, and technical objectives, and identify issues early to drive resolution.
• Serve as the primary interface to customers and stakeholders, clearly communicating status, risks, issues, decisions, and dependencies.
• Support Agile and SAFe execution, including PI Planning, sprint reviews, program syncs, and cross-team dependency management.
• Establish and maintain risk, issue, and dependency management processes, including mitigation planning and escalation when needed.
• Coordinate workforce and resource planning, including staffing needs, capacity constraints, and subcontractor support.
• Support financial and contract execution, including forecasting, budget tracking, and alignment to contractual commitments.
• Partner with technical leadership to support delivery readiness, release decisions, and realistic program commitments.
• Foster a culture of accountability, transparency, collaboration, and continuous improvement across the program team.
