Job summary

North Wind Group is seeking a Program Manager to lead MILCON programs across the lifecycle, coordinating government clients, design teams, and contractors. The role emphasizes strategic leadership to deliver on schedule and within budget while complying with federal policies.

Requires a bachelor's degree and 10+ years in program or project management, with MILCON or federal facility experience; travel 25–50% is expected across project sites nationwide.

Qualifications

• The candidate has a Bachelor's degree in engineering, architecture, construction management, or related field.
• Minimum of 10 years in program/project/design/construction management, with MILCON experience.
• Experience with federal agencies (DoD, USACE, NAVFAC, AFCEC) preferred.

Responsibilities

• Lead MILCON programs and projects through lifecycle from planning to closeout.
• Serve as primary liaison with government clients, stakeholders, teams, and contractors.
• Develop and manage plans, schedules, budgets, and risk strategies.
• Ensure compliance with federal regulations, UFC, and contract requirements.
• Prepare executive reports and support business development activities.
• Mentor and supervise project managers, engineers, and staff.
