Job summary

Life Cycle Engineering in the United States is seeking a MILCON Manager to support the JPMO on Guam, coordinating with DoD and government partners to plan posture infrastructure programs. You will oversee assessments, analyses, and acquisition strategies while guiding cross‑functional teams to meet timelines and deliver joint operational effects.

The role requires DoD DoD TS/SCI eligible considerations, COR experience, and strong project management skills.

Qualifications

• Bachelor’s degree in engineering or related discipline is required.
• Experience as COR and MILCON program management is essential.
• Proven scheduling, cost control, and budget management capabilities.
• Strong contracting, RFP development, and post‑award contract management.
• Understanding of DB, DBB, FFP and CP contract types.
• Ability to coordinate across multiple DoD agencies and stakeholders.

Responsibilities

• Assess project complexity, feasibility, and timelines for posture infrastructure.
• Analyze sequencing, bundling, schedules, and acquisition strategies.
• Identify critical path items and develop mitigation to shorten timelines.
• Coordinate execution across division branches and organizations.
• Collect and analyze data to advance posture infrastructure programs.
• Deliver execution briefings to varied audiences.
• Support division leadership and strategic execution teams.
• Back‑up to leadership in development, controls, and knowledge management.
