Job summary

Hui Huliau is seeking a MILCON Manager to support the Engineering Division's JPMO and coordinate posture infrastructure programs for Guam and nearby operations. The role emphasizes leadership, cross‑agency collaboration, and rigorous project execution.

Ideal candidates will have a bachelor’s in engineering, 7+ years MILCON program mgmt, and strong contracting expertise, with travel to support joint operations and program deliveries.

Qualifications

• Bachelor's degree in engineering or related discipline.
• 7+ years MILCON program management experience.
• Experience with COR role and DoD contracting processes.
• Strong scheduling, cost control, and budget management skills.
• Knowledge of DB/DBB/FFP/CP contract types and DoD processes.

Responsibilities

• Assess project complexity, timelines, and feasibility for posture infrastructure.
• Lead technical analyses and acquisition strategies to expedite delivery.
• Identify critical path items and develop mitigation plans.
• Coordinate across division branches and external stakeholders.
• Develop and deliver execution briefings for leadership.
