Job summary

Hui Huliau seeks a MILCON Manager to oversee posture infrastructure programs supporting the Engineering Division’s JPMO on Guam. You will coordinate with military and government entities to plan, synchronize, and facilitate complex infrastructure projects, ensuring timelines are met and operations achieve joint effects.

The role requires seven years of MILCON program management, strong contracting skills, and experience with design-build and other contract types.

Qualifications

• 7+ years of MILCON program management experience including troop labor, UMMC, and related areas.
• Experience as a COR.
• Strong understanding of scheduling, cost control, and budget management.

Responsibilities

• Assess project complexity, feasibility, and timelines for posture infrastructure projects.
• Perform technical analyses of sequencing, schedules and acquisition strategies.
• Identify critical path items and develop mitigation to accelerate timelines.
• Coordinate execution across division branches and stakeholders.
• Develop and deliver execution briefings to diverse audiences.
• Provide back-up to division leadership and support strategic execution.
