Job summary

The Squires Group, Inc. is seeking a MILCON Construction Methods Specialist to join our client’s team with a hybrid Pentagon schedule.

You will advise on innovative construction delivery, MILCON program development, and acquisition strategies to accelerate infrastructure delivery and improve cost efficiency across Air Force programs. You will work with contracting officers, legal teams, and program managers to design flexible procurement approaches, support OTAs/CSOs, and ensure DoD policy

Qualifications

Bachelor's degree in Engineering, Architecture, Construction Management, or a related field.
Minimum of 4 years of experience supporting federal construction or acquisition programs, including at least 4 years with alternative delivery methods such as PDB and OTAs.
Experience with OTA and CSO mechanisms and related governing authorities (e.g., 10 U.S.C.).
Experience coordinating MILCON projects and developing programmatic criteria per DoD policies, standards and requirements.

Responsibilities

Provide expert guidance on alternative construction methods (PDB, OTAs, CSOs) and other innovative delivery approaches.
Develop strategies to integrate innovative construction and acquisition models into DoD programs to accelerate delivery and improve efficiency.
Advise teams on flexible contracting and acquisition strategies leveraging OTAs, CSOs and other authorities.
Support MILCON projects using alternative authorities, including planning, procurement, contracting, negotiation and program execution.
Develop tailored acquisition strategies with contracting officers, legal teams, program managers, and stakeholders for compliance and flexibility.
Coordinate with Government personnel to develop MILCON design guides, policy standards and requirements for unified facilities design and construction.
Ensure MILCON programs align with DoD policies, design standards, base requirements, NFPA standards, budgets, and POM requirements.
Conduct MILCON program analysis and prepare trend, compliance, requirements and programmatic presentations for leadership decisions.
