Job summary

JRAD is seeking an Alternative Construction Methods Specialist to support the Air Force Civil Engineers. This hybrid role is based out of Arlington, VA (Pentagon) with potential for fully remote consideration.

You will advance progressive design-build, OTAs, and CSOs to accelerate infrastructure delivery and mission readiness across the Air Force enterprise. The role requires expertise in MILCON program development, DoD policy, and collaborating with government personnel to ensure compliance

Qualifications

• Bachelor’s in Engineering, Architecture, Construction Management or a related field.
• Minimum 4 years in federal construction or acquisition programs, with at least 3 years in alternative delivery methods (PDB, OTAs, etc).
• Experience with innovative facility and infrastructure design using progressive design-build (PDB).
• Expertise in OTA and CSO mechanisms, including governing authorities (e.g., 10 U.S.C. § 4022).
• Experience coordinating MILCON projects with DoD policy and standards.

Responsibilities

• Provide guidance on alternative construction methods, including progressive design-build and OTAs.
• Develop strategies to integrate innovative delivery models into Air Force infrastructure programs.
• Advise on acquisition approaches leveraging OTAs and CSOs for rapid delivery.
• Draft policy updates and best practices for innovative construction delivery.
• Coordinate MILCON planning, procurement, and execution with DoD requirements.
