Qualifications

  • Six years of experience developing, managing, or evaluating health or social service programs.
  • Six years of full-time work in any field plus three years in health/social services program development or evaluation.
  • Bachelor’s degree plus three years in health/social services program development or evaluation.
  • Advanced degree or JD plus two years in health/social services program development or evaluation.

Responsibilities

  • Supervises a team of 13 Medicaid Program Specialists responsible for assisting members and providers and ensuring accurate eligibility determinations.
  • Manages daily team operations, including staff assignments, scheduling, system access, and workload to meet service and performance requirements.
  • Monitors staff quality and productivity through case reviews, call evaluations, and performance metrics to ensure compliance with federal and state Medicaid policies.
  • Provides coaching, training, and guidance to staff to improve performance and service delivery while maintaining regulatory compliance.
  • Handles escalated inquiries and complex cases by applying extensive knowledge of Medicaid policies and procedures.
  • Leads recruitment, performance management, and team development activities while fostering continuous improvement and operational effectiveness.
  • Prepares reports and analyzes performance data for leadership and contributes to policy, system, and operational enhancements.

Experience Requirements
  • Six years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
  • Six years of full-time work experience in any field plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
  • A bachelor’s degree plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
  • An advanced degree or a Juris Doctorate plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Appointment Type: Probational, Job Appointment (temporary appointment that may last up to 48 months) Promotional or Detail appointment of a current classified LDH employee.

Compensation: This position is eligible for Premium Pay of up to $2.00/hr for hours worked based on longevity. This position is eligible for a premium pay rate of up to $2.50 hourly for hours worked only for bilingual applicants.
