Job summary

Louisiana Department of Health is seeking a Program Manager in the Health Plan Management Division to lead the design, implementation, and oversight of quality assurance initiatives for 1115 and integrated care programs. Responsibilities

  • Lead QA and improvement activities for 1115 Demonstration Waivers and integrated care programs.
  • Develop and monitor KPIs and reports to evaluate program effectiveness.
  • Analyze data and trends to identify compliance issues and drive improvements.
  • Develop and implement quality improvement plans and track effectiveness.
  • Manage project timelines, milestones, and deliverables for reports and plans.
  • Develop policies, SOPs, and audit tools to support compliance.
  • Oversee contractors and lead quality reviews with federal and state requirements.

As a Program Manager in the Health Plan Management Division, you’ll lead the design, implementation, and oversight of innovative quality assurance and improvement initiatives tied to Section 1115 and integrated care programs. The ideal candidate should have experience as an LMHP with strong expertise in substance use disorders and significant experience in Medicaid and managed care environments. Excellent written and verbal communication abilities to translate complex information into clear, actionable guidance.

Qualifications
  • Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
  • Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
  • A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
  • An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties
  • Lead quality assurance and improvement activities for Section 1115 Demonstration Waivers and integrated care programs to ensure compliance and achievement of performance goals
  • Identify, develop, and monitor key performance measures and reports to evaluate program effectiveness and drive continuous improvement
  • Analyze data, reports, and trends to detect compliance issues and develop actionable recommendations to improve quality of care and outcomes
  • Develop and implement quality improvement plans, tracking the effectiveness of corrective and preventative strategies and revising as needed
  • Manage project timelines, milestones, and deliverables, ensuring alignment with organizational priorities and timely completion of required reports and plans
  • Develop, implement, and maintain policies, standard operating procedures, and audit tools to support quality monitoring, evaluation, and regulatory compliance
  • Oversee contractors and lead quality reviews, including audits and assessments, ensuring deliverables meet federal and state requirements and support high-quality program performance
