Qualifications

• Proficiency in architectural modeling, data management concepts, and security best practices.
• Excellent communication and stakeholder engagement skills, including the ability to explain technical concepts to non technical audiences.
• 10 yrs of experience collaborating with vendors, system integrators, and multidisciplinary teams.
• 10 yrs of experience with cloud platforms (Azure, AWS, or equivalent).
• Experience designing or supporting large scale healthcare or government IT systems is a plus.
• Strong understanding of MITA framework and federal interoperability requirements.
• Knowledge of APIs, data exchange standards, and cloud adoption strategies.

Responsibilities

• Serve as technical lead for a new Medicaid MES module aligned with program goals and regulations.
• Oversee and guide technical implementation of FAS capabilities within MES.
• Ensure solutions comply with CMS guidelines, MITA maturity, interoperability, and modularity requirements.
• Lead architectural reviews and assess solution implementation for enterprise alignment.
• Evaluate integration needs across modules like Eligibility, Enrollment, Provider Services, Third Party Liability, Pharmacy, and Data Warehousing.
• Provide guidance on interfaces, data exchange, APIs, security models, and cloud adoption strategies.
• Develop architectural artifacts such as diagrams, data flows, integration patterns, and roadmaps.
• Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, and state policies.
• Participate in governance, review change requests, and ensure sustainable solutions.
• Provide leadership to project teams, business analysts, developers, and external partners.
