Job summary

Aspire Talent Solutions is seeking a Medicaid Eligibility Product Owner to translate policy into a prioritized backlog and liaise with state agencies.

You'll drive requirements for MAGI and non-MAGI rules, manage epics and user stories, and ensure timely, accurate eligibility decisions. Strong collaboration with policy, IT teams, and QA is essential.

Experience with state Medicaid programs and the ability to balance regulatory demands with member needs is required.

Qualifications

• 5+ years as a Product Owner, PM, or business lead on gov't or healthcare systems.
• 3+ years with Medicaid eligibility, enrollment, or integrated eligibility systems.
• Working knowledge of MAGI, non-MAGI rules, verifications, and renewals.
• Experience writing user stories and acceptance criteria; backlog in Jira/Azure DevOps.
• Experience in Agile or Scrum teams.
• Clear, plain-spoken communication with technical teams and executives.
• Bachelor's degree or equivalent experience.

Responsibilities

• Own and prioritize the Medicaid eligibility backlog balancing federal/state rules.
• Translate policy into epics, stories, and acceptance criteria.
• Lead impact analysis for new federal/state requirements (e.g., CMS guidance).
• Clarify rules with state policy and program staff.
• Collaborate with Scrum Masters, developers, testers, and BAs through planning, refinement, reviews, and acceptance.
• Accept completed work against criteria and support user acceptance testing with state staff.
• Coordinate dependencies with SNAP, MMIS, and managed care programs.
• Track outcomes (timeliness, auto-renewal, error rates) to guide priorities.
• Communicate progress, trade-offs, and risks to leadership and stakeholders.
