Job summary

NAVFAC ENGINEERING CMD MID-ATLANTIC seeks a Mechanical Engineer to Join the Planning, Design, and Construction (PDC) Branch as part of the ROICC Newport team in Newport. The role focuses on mechanical systems, project reviews, and coordination for facility construction efforts at the Navy facility.

Responsibilities include evaluating HVAC, plumbing, and utilities layouts, supporting architectural-engineering contracts, and preparing SOWs, cost estimates, and bid evaluations to ensure compliance

Qualifications

• The candidate must hold a Professional Engineer (PE) license and show currency in registration.
• Experience must include specialized work equivalent to GS-12 level in the federal service or equivalent.
• Demonstrated ability to review mechanical drawings/specifications for code, function, and constructability.

Responsibilities

• Provide technical reviews of facility mechanical drawings and specs for adequacy and conformance.
• Design layouts and construction drawings for HVAC, plumbing, and related systems.
• Prepare statements of work, estimate fees, participate in negotiations, monitor performance, and evaluate bids.

Job description

You will serve as a MECHANICAL ENGINEER in the Planning, Design, and Construction (PDC) Branch, Resident Officer in Charge of Construction (ROICC) Newport of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Selective Placement Factor (SPF):

This position has an SPF which is current registration as a Professional Engineer (PE) in any state, the District of Columbia, Guam or Puerto Rico. Do you meet this requirement? Note - if you respond "YES", you must provide a copy of your current registration with your application. The registration must show the date of currency or additional documentation must be provided from the registration agency showing the dates the registration is current. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1. Providing technical reviews of facilities construction drawings and specifications for mechanical adequacy, compliance with functional requirements, and conformity with standard engineering and construction practices;
2. Designing and developing layouts, construction drawings and specifications for facility mechanical systems such as heating, ventilating, and air-conditioning (HVAC), plumbing, utilities, fuel handling, and industrial ventilation;
3. Performing engineering services in support of Architectural and Engineering Contracts such as writing statements of work, estimating fees, negotiation, performance monitoring, and evaluation of bids.
