Job summary

NAVFAC ENGINEERING CMD MID-ATLANTIC is seeking a Mechanical Engineer to design and analyze mechanical systems for installation shore facilities. You will perform HVAC, plumbing, utilities and industrial ventilation designs, develop project plans, and ensure QC in all in-house design work products.

You will prepare statements of work, government estimates, and participate in pre-negotiations and bid evaluations.

Qualifications

• Current PE license required; active status with date of currency.
• Experience reviewing facilities construction drawings for mechanical adequacy.
• Experience designing HVAC, plumbing, utilities and industrial ventilation systems.

Summary

You will serve as a Mechanical Engineer in the Planning, Design and Construction Directorate of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will perform mechanical engineering design for a wide variety of installation shore facility types.You will analyze and design extensive engineering alterations and modifications to existing facilities to meet customer needs.You will provide technical guidance, consultation, and support in developing initial project planning documents, Request for Proposals (RFPs), plans, specifications, studies, reports, and other design work products.You will ensure quality control (QC) is maintained in the execution of in-house design.You will identify areas of risk associated with advanced planning, design and construction and develop mitigation strategies or alternatives.You will prepare statements of work and government estimates for design, develop pre-negotiation position, and assist in negotiations.You will provide post construction award services (PCAS), including review and approval of contractor's submittals for conformance with the requirements of the contract drawings and specifications.

Qualifications

This position has a selective placement factor which will be used to screen out ineligible candidates. The selective placement factor is: Current registration as a Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. The registration must show the date of currency or additional documentation must be provided from the registration agency showing the dates the registration is current. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1. 1) Providing technical reviews of facilities construction drawings and specifications for mechanical adequacy, compliance with functional requirements, and conformity with standard engineering and construction practices;
2. 2) Designing and developing layouts, construction drawings and specifications for facility mechanical systems such as heating, ventilating, and air-conditioning (HVAC), plumbing, utilities, fuel handling, and industrial ventilation; AND 3) Performing engineering services in support of Architectural and Engineering Contracts such as writing statements of work, estimating fees, negotiation, performance monitoring, and evaluation of bids.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress‑strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering‑type experience, e.g., in interdisciplinary positions.
