Job summary

SpecPro Sustainment & Environmental (SSE) seeks a Master Planner to provide onsite professional master planning support to the 9th MSC, Directorate of Public Works, at Fort Shafter Flats, Hawaii. The Master Planner will deliver technical reviews, spatial analyses, planning data, and non-decisional recommendations across MILCON, real property, stationing, and long-/short-range planning.

Requires significant U.S. Army Master Planning experience and proficiency with PAX, ASIP and RPLANS.

Qualifications

• Minimum 10 years of U.S. Army Master Planning experience; OR 5 years of U.S. Army Master Planning experience and a four-year degree in Architecture, Urban Planning, Engineering, Geography, or a related discipline from an accredited university.
• At least three (3) years of experience with each of: PAX, ASIP, and RPLANS.
• At least four (4) years of experience with U.S. Army Pacific operations.

Responsibilities

• Provide technical reviews and recommendations on MILCON project designs, plans, engineering specifications, drawings, and purchase requests for functional adequacy, technical sufficiency, and critical performance.
• Participate in planning charrettes, design reviews, coordination meetings, conferences, and Real Property Planning Board activities.
• Develop and maintain long-range planning documentation, including the Enduring Facility List, and support planning beyond the six-year POM period.
• Support short-range planning and CIS implementation, including project documentation and supporting analyses using Army-specific software.
• Maintain implementation plans based on changes to mission, ASIP, POM, RPLANS, force structure, command plans, and force modernization plans.
• Prepare area development plans, site master planning data, decision briefs, stationing and feasibility packages, technical reviews, supporting calculations, timelines, and estimates.
• Coordinate facility requirements with Force Management and analyze force structure and modernization changes for potential facility and stationing impacts.
• Perform space and facility utilization analyses and recommend actions to mitigate shortfalls.
• Conduct approved site visits and travel within the 9th MSC AOR as required to assess site conditions.
• Prepare Monthly Status Reports, meeting minutes, and trip/travel reports in accordance with PWS requirements.

Job description

SpecPro Sustainment & Environmental (SSE) is seeking a Master Planner to provide onsite professional master planning support to the 9th Mission Support Command (MSC), Directorate of Public Works (DPW), at Fort Shafter Flats, Hawaii. The Master Planner will provide independent technical reviews, spatial analyses, planning data, and non-decisional recommendations supporting Military Construction (MILCON), real property, stationing, space management, and long- and short-range planning requirements across the 9th MSC Area of Responsibility (AOR). This role supports mission readiness through accurate planning, technical analysis, coordination, and preparation of required planning documents and deliverables. THIS POSITION IS CONTINGENT UPON AWARD OF CONTRACT

Duties/Responsibilities:

• Provide technical expertise, reviews, and recommendations on MILCON project designs, plans, engineering specifications, drawings, and purchase requests for functional adequacy, technical sufficiency, and critical performance.
• Participate in planning charrettes, design reviews, coordination meetings, conferences, and Real Property Planning Board activities.
• Develop and maintain long-range planning documentation, including the Enduring Facility List, and support planning beyond the six-year Program Objective Memorandum (POM) period.
• Support short-range planning and implementation of the Capital Investment Strategy (CIS), including project documentation in PAX and supporting analyses using ECONPACK, ISCE, and other Army-specific software.
• Maintain implementation plans based on changes to mission, ASIP, POM, RPLANS, force structure, command plans, and force modernization plans.
• Prepare area development plans, site master planning data, decision briefs, point papers, stationing and feasibility packages, technical reviews, supporting calculations, timelines, and estimates.
• Coordinate facility requirements with Force Management and analyze force structure and modernization changes for potential facility and stationing impacts.
• Perform space and facility utilization analyses in coordination with ASIP and RPLANS data managers and recommend actions to mitigate identified shortfalls.
• Conduct approved site visits and travel within the 9th MSC AOR, including CONUS and OCONUS locations, as required to assess site conditions and support planning activities.
• Prepare Monthly Status Reports, meeting minutes, and trip/travel reports in accordance with PWS requirements and established timelines.

Required Skills/Abilities:

• Demonstrated knowledge of U.S. Army master planning, MILCON programming, real property planning, stationing, space management, and facility utilization.
• Proficiency with U.S. Army/Department of Defense planning systems, including Programming Administration & Execution System (PAX), Army Stationing & Installation Plan (ASIP), and Real Property Planning & Analysis System (RPLANS).
• Ability to gather, evaluate, and incorporate relevant planning and facility data into technical analyses and recommendations.
• Strong analytical and problem-solving skills, including the ability to identify significant factors, assess impacts, and develop technically sound solutions and recommendations.
• Ability to prepare technical reviews, planning documentation, supporting calculations, decision briefs, point papers, meeting minutes, and status/travel reports.
• Strong planning, organization, and time-management skills with the ability to independently manage multiple requirements and deliverables.
• Excellent written and verbal communication skills and the ability to collaborate effectively with Government planners, Force Management personnel, technical stakeholders, and multidisciplinary teams.
• Proficient in Microsoft Office 365 or similar software.

Education and Experience:
