Job summary

SpecPro Sustainment and Environmental, LLC (SSE) is seeking an Engineering Project Manager (Mid-Level) to support the 647 CES at Joint Base Pearl Harbor-Hickam, Hawaii. The role bridges long-range planning and project execution for SRM and MILCON, coordinating multidisciplinary stakeholders and preparing project documentation.

You will develop scopes, conduct site visits, prepare DD Form 1391 packages, and collaborate with cost estimators to evaluate lifecycle benefits.

Qualifications

Responsibilities

Job description

SpecPro Sustainment and Environmental, LLC (SSE) is a government contracting and consulting firm supporting military installations and federal agencies across the nation. SSE is seeking an Engineering Project Manager (Mid-Level) to support our ongoing mission with the 647 Civil Engineering Squadron (CES) at Joint Base Pearl Harbor-Hickam, Hawaii.

The Engineering Project Manager will bridge long-range installation planning and project execution by developing, scoping, and programming infrastructure requirements for funding and design. This position will coordinate multidisciplinary stakeholders, conduct site visits and scoping activities, and prepare project documentation supporting Sustainment, Restoration, and Modernization (SRM) and Military Construction (MILCON) requirements.

What You’ll Do:

• Translate projects identified in the Installation Development Plan (IDP) into clearly defined, actionable project scopes and requirements.
• Conduct site visits and scoping charrettes to validate facility and infrastructure deficiencies, mission impacts, and project needs.
• Develop, draft, coordinate, and route DD Form 1391 packages for SRM and MILCON projects and track them within NexGen IT (TRIRIGA).
• Perform Course of Action (COA) and alternatives analyses, coordinating with cost estimators to evaluate lifecycle cost and operational benefits.
• Coordinate Community Planning, AMP managers, Environmental, Fire/Safety, end users, and other disciplines to ensure project requirements are complete before programming.
• Prepare Project Requirement Documents (PRDs), project coordination logs, and AF Form 332 packages with required stakeholder coordination.

What You Bring:

Required:

• Demonstrated experience managing engineering projects, infrastructure requirements, project programming, or facility planning and execution.
• Ability to develop project scopes, coordinate multidisciplinary stakeholders, and prepare technical project documentation.
• Experience with DD Form 1391 development, alternatives analysis, site investigations, and project requirement development.
• Must be able to successfully complete the required Tier 1 background investigation and obtain/maintain a Common Access Card (CAC).
• Bachelor’s degree in Engineering Project Management or equivalent from an accredited institution within the 50 United States required.
• Minimum 5 years of engineering project management experience, including at least 3 years of military facility/infrastructure experience.

Preferred:

• Familiarity with Air Force Civil Engineering processes and systems such as NexGen IT/TRIRIGA.
