Job summary

Jefferson County is seeking a Mass Care Coordinator to lead the development, coordination, and sustainment of the Mass Care Program and ESF-6 operations. The role collaborates with the Sheriff’s Office, Emergency Management, and Human Services to align county mass care capabilities with NRF and NIMS standards.

The position requires a Bachelor’s degree and five years of related experience, with a 4/10 schedule totaling 40 hours weekly and on-call duties.

Qualifications

• Bachelor’s degree is required.
• Five (5) years of related work experience.
• Equivalent combination of education and experience acceptable.

Responsibilities

• EOC readiness and planning: ensure ESF-6 readiness in the EOC and develop mass care plans and sheltering components.
• Inclusive preparedness: incorporate AFN considerations and update guides reflecting Human Services needs.
• Partnership coordination: engage NGOs, VOAD, Red Cross, United Way, and Salvation Army to strengthen ESF-6.
• Resource and facility coordination: identify and maintain resources, facilities, and agreements for mass care operations.
• Training and exercises: support training, develop exercise objectives, and contribute to after-action reviews.
• ICS and DOC support: provide guidance on ICS/DOC and train Human Services staff for ESF-6 operations.
• Activation support: assist EOC activations and coordinate shelter, mass care, and housing support.
• Recovery coordination: support mass care transition to recovery with partners and unmet needs analysis.
• Information and situational awareness: assist in data collection and dissemination for mass care operations.
• Representation and outreach: represent agencies in meetings and promote mass care capabilities.
• Planning and capability development: write and maintain county emergency plans including COOP and DAC planning.
