E-Trading Risk and Controls (ETRC) is a First-Line risk team which is part of the Global Markets COO function. ETRC works with Global Markets E-Trading businesses, CAOs and second-line functions to implement the E-Trading Risk Framework. Key responsibilities include:
- Real‑time monitoring of Citi’s algorithmic trading activities for signs of disorderly trading from a cross‑asset perspective
- Governance and oversight of E‑Trading businesses across Markets, which includes annual attestation/review of key E‑Trading documentation, and Market Access Rule for the US
- Project management of key, markets‑wide E‑Trading initiatives and remediation of corrective actions arising from Regulatory and Internal Audit findings
- Design, deliver, and maintain Market’s E‑Trading Controls, such as Citi’s golden‑source repository for E‑Trading strategies (algorithms)/applications and the E‑Trading limits management system
- Lead reviews by global banking and securities regulators, compliance testing, and internal audit of E‑Trading business, including preparation of responses to findings and corrective action plans (as needed)
Responsibilities
This role will report into the NAM and LATAM Head of ETRC in New York.
- Perform real‑time monitoring (RTM) one or two days a week, including bank holidays (when required). RTM involves monitoring and investigating relevant alerts that could indicate signs of disorderly trading, and escalating to trading desks, management and Second Line of Defense where necessary.
- Lead market‑access reviews/attestations from a cross‑asset perspective, ensuring adherence to market‑access controls and oversight protocols required by the 15c3‑5 Market Access Rule.
- Maintain strong policy, risk‑management, and governance compliance structure within electronic trading products and flows from a cross‑asset perspective.
- Participate as the regional lead for NAM to ensure robust governance for the E‑Trading limits‑management system, disseminate key changes and asset‑class implications to stakeholders following strong program‑management protocols.
- Own the issue‑management workstream for the team by providing oversight of remediation plans for ETRC or businesses (where relevant) and maintaining strong relationships with the Markets Testing Team, Compliance Testing and Internal Audit.
- Assist with key E‑Trading initiatives and remediation of ETRC enhancement projects for the NAM region as required.
- Continue to innovate e‑Trading risk frameworks to changing market‑structure dynamics and desk demands.
- Collaborate across a diverse set of stakeholders including sales and trading business units, quantitative strategists, business‑unit risk management, compliance, technology and operations. Operate with a limited level of direct supervision.
- Exercise independence of judgment and autonomy.
- Act as SME to senior stakeholders and junior team members.
- Work in a fast‑paced environment, often balancing multiple deliverables at one time.
Qualifications
- Subject‑matter expertise with electronic trading risks, controls and North American market structure.
- Significant experience using data analytics and various visualization tools.
- 10+ years relevant work experience in business risk & controls, compliance or audit in a markets business.
- Deep knowledge of E‑Trading regulation, guidance and best practices.
- Experience designing and managing centralized E‑Trading tools (limit databases, risk and control inventories) from a technical and project‑delivery perspective.
- Consistently demonstrates clear and concise written and verbal communication skills.
- Effective organizational influencing skills required.
- Excellent problem‑solving skills.
- Ability to see the big picture with high attention to critical detail.
- Demonstrated ability to develop and implement strategy and process‑improvement initiatives.
Education
- Bachelor’s/University degree; master’s degree preferred.
- FRM or CFA certification desirable.

Primary location: New York, New York, United States. Salary range: 163,600.00 – 245,400.00.
