In January 2023, the U.S. Department of State, in coordination with the U.S. Department of Health and Human Services launched the Welcome Corps, a new program that empowers everyday Americans to welcome refugees arriving through the U.S. Refugee Admissions Program (USRAP). In an effort to support everyday Americans in navigating the resettlement process for the newcomers they sponsor, the International Rescue Committee (IRC) launched the Welcome Corps Support Line (WCSL) in February 2024. Private Sponsor Groups (PSGs) could call the WCSL to ask questions, request resources, and inquire about referrals to programs for their sponsored newcomers at local Resettlement Agencies and other community service providers.
In early 2025, the WCSL was rebranded as the Switchboard Community Support Line (SCSL) to reflect an expanded mandate: to support not only Community Sponsors but all Community Partners (community groups, local service providers, and other organizations) working to assist ORR-eligible newcomers. The goal remains to connect those helping newcomers with the information, referrals, and resources they need to ensure successful resettlement.
As part of its expanded scope, SCSL will also serve as a national hub for resource mapping and referrals for Office of Refugee Resettlement-eligible (ORR) individuals populations. This expanded initiative will consolidate and enhance community-based resource directories, streamline referral pathways, and provide direct consultations to sponsors and service providers. This expansion will enable Switchboard to become the central platform for identifying and connecting Community Partners with critical resources for newcomers, addressing a significant gap in the current ecosystem of newcomer support services.
The SCSL Mapping & Referral Coordinators will be looked upon as leads in identifying, organizing, and connecting community partners to critical resources and services for ORR-eligible populations. This role is responsible for expanding on existing state-level resource mapping by researching, verifying, and documenting programs offered by ORR-funded initiatives, government agencies, local nonprofits, and community organizations across the U.S. The coordinators manage and strengthen SCSL’s referral system by establishing referral pathways to mapped community resources, and initiating referrals based on location, eligibility, and need. The Referral & Mapping Coordinator will report to the Program Officer for the Switchboard Community Support Line and will work closely with the Program Manager and other Switchboard stakeholders and partners.
