Job summary

Moog Space and Defense Group in Buffalo, NY offers a hybrid role for a Manager, Subcontract Management. You will lead major sub‑assembly sourcing, issue RFPs, evaluate proposals and negotiate terms to support Moog programs.

Reporting to the GVP, Quality & Operational Excellence, you will oversee 2–5 direct reports, ensure FAR/DFARS/ITAR compliance, and drive cost, schedule, and performance improvements while cultivating strong supplier relationships.

Qualifications

• Bachelor’s degree and at least eight years of related experience; five years of progressive professional experience in supply chain management, subcontracts, procurement, contracts, program/project management, or a related discipline.
• Government contracting experience with FAR, DFARS, ITAR and familiarity with SOW and SDRL management.
• Experience negotiating diverse contract types (FFP, FPIF, CPFF, CPAF, CPIF, T&M, LH) and subcontracts/NDAs/teaming agreements.
• Ability to travel up to 10% of the time.
• Proven leadership and strong written and verbal communication in a matrix environment.
• Ability to access U.S. export-controlled information (EAR, ITAR).
• Professional Supply Chain Certification preferred: CPM, CPSM, PMP.

Responsibilities

• Develop and qualify domestic and international sources for major subassemblies and components.
• Prepare RFPs including quantity, technical, program, QA and contractual flow‑downs of customer requirements.
• Evaluate supplier proposals and negotiate to achieve fair, cost-effective outcomes while managing risk.
• Apply continuous improvement methods and risk mitigation strategies.
• Manage subcontracts cradle-to-grave including changes and closeout.
• Monitor subcontractor cost, schedule, and technical performance to meet Moog objectives.
• Participate in program reviews with Moog and customers; lead Supplier Business Reviews and supplier visits.
• Support CPSR & Public Law compliance; adhere to company policies and procedures.
• Cultivate relationships with suppliers, customers, and internal stakeholders; provide training and guidance to global teams.
• Support small business initiatives.

Our team in Moog Space and Defense Group is looking for a Manager, Subcontract Management to join them. You will be a working manager responsible for the acquisition of major sub‑assemblies and components, which are required to support Moog’s many programs and customer requirements.

Work encompasses development of sources of supply, solicitation and analysis of proposals, Earned Value Management (EVM) of large development contracts, fact‑finding and negotiation of requirements, price, terms and conditions, as well as preparation, administration and management of Moog Inc. Subcontract Purchase Orders.

You will report to the GVP, Quality & Operational Excellence and have 2‑5 direct reports. Our preferred candidate will be local to our Western New York locations and have an onsite or hybrid work schedule. However, we’re open to candidates who reside near other U.S. Moog locations as well.

As a Manager, Subcontract Management, You Will

• Develop and qualify domestic and international sources for major subassemblies and components, ensuring suppliers can effectively support both development programs and high‑rate production requirements
• Prepare Request for Proposals (RFP) to include Moog quantity, technical, program, quality assurance and contractual flow‑downs of customer specific requirements, terms and conditions
• Evaluate supplier proposals for compliance with all requirements; lead negotiations to achieve fair and reasonable outcomes while mitigating cost, schedule, and performance risk.
• Utilize continuous improvement methodology, ability to identify risk and implement risk mitigation strategies
• Manage subcontracts from cradle to grave including changes and contract closeout
• Manage subcontractor cost, schedule, and technical performance to meet Moog and customer objectives for delivery, quality, and price reasonableness.
• Participate in program review meetings with Moog and Moog’s customers, as well as lead Supplier Business Reviews and facilitate supplier internal and external visits, as required
• Support Defense Contract Management Agency (DCMA) Contractor Purchasing System Review (CPSR) & Public Law compliance by adhering to company policies and procedures
• Cultivate and maintain strong working relationships with suppliers, customers, and internal stakeholders
• Provide subcontracting training, process and compliance guidance to globally dispersed supply chain team
• Support small business initiatives

To be considered for the role, here’s what you’ll need to bring with you

• Bachelor’s degree with a minimum of eight (8) years related experience and a minimum of five (5) years of progressive professional experience in Supply Chain Management, Subcontracts, Procurement, Contracts, Program/Project Management, Business, Engineering or a related discipline
• Proven experience in Government Contracting (i.e., FAR, DFARS, ITAR) and a comprehensive understanding of acquisition principles, theories, concepts related to government rules and regulations supporting major agencies (i.e., DoD, NASA, etc.), and experience demonstrating a broad application of those practices, techniques, standards, and regulations. Experience and familiarity with Statements of Work and SDRL management
• Demonstrated execution and negotiation expertise across diverse contract types (FFP, FPIF, CPFF, CPAF, CPIF, T&M, LH) and agreement structures, including subcontracts, letter subcontracts, teaming agreements, NDAs, and sole‑source awards
• Demonstrated leadership, verbal and written communication skills with the ability to work in a matrix environment
• Ability to access U.S. export‑controlled information (EAR, ITAR)
• Experience with Earn Value Management of large suppliers preferred
• Professional Supply Chain Certification preferred: C.P.M., C.P.S.M., P.M.P.
• Ability to travel 10% of the time

Salary Range Transparency

Buffalo, NY $130,000.00–$185,000.00 Annually

Actual salaries will vary depending on factors including but not limited to location, experience, and performance. The range(s) listed is just one component of Moog's total compensation package for employees.
