Manager – Operations Control Center (OCC)

Location: Bloomington, MN — Onsite

Employment Type: Direct Hire

Compensation: $135,000–$150,000 annually

Schedule: Monday–Friday, 8:00 AM–5:00 PM, with occasional weekend coverage as required

Travel: Approximately 4 times per year, including occasional site visits

Position Overview

We are seeking an experienced Manager – Operations Control Center (OCC) to lead and oversee a real-time Operations Control Center supporting renewable energy assets.

This is a strategic leadership position combining people management, operational oversight, and strategy development. The ideal candidate will have a strong operations background, experience leading multi-shift control room teams, and a proven ability to improve processes, performance, and operational reliability.

The Manager will oversee a team of approximately 24 employees, including OCC operators and shift supervisors, while ensuring each shift is appropriately staffed and the OCC operates effectively around the clock.

This role is particularly well suited for an experienced control room/OCC operations leader, with an operator background considered a strong advantage.

Key Responsibilities
  • Oversee the daily operations of the Operations Control Center and ensure effective real-time monitoring and control.
  • Provide leadership and direction to a team of approximately 24 OCC personnel, including Shift Supervisors and Operators.
  • Maintain the 24/7 shift schedule and ensure appropriate staffing and smooth day-to-day operations.
  • Establish the strategic direction for the OCC and develop goals and initiatives to execute that strategy.
  • Develop, implement, and maintain OCC policies, procedures, and operating standards.
  • Ensure the OCC complies with applicable regulatory requirements, business processes, customer requirements, and contractual obligations.
  • Monitor operational KPIs and drive continuous improvement across people, processes, and technology.
  • Oversee control room service delivery and ensure regulatory and contractual requirements are consistently met.
  • Lead personnel activities including staffing, scheduling, hiring, performance management, coaching, development, and disciplinary actions.
  • Oversee operator onboarding, qualification programs, and ongoing training.
  • Conduct root cause analysis and implement corrective actions to improve operational performance and reliability.
  • Identify opportunities to simplify and automate OCC processes through technology and system improvements.
  • Promote continuous improvement by incorporating lessons learned, industry best practices, and feedback.
  • Communicate effectively with senior leadership, control room personnel, operational management, technical teams, and other internal stakeholders.
  • Maintain strong relationships with customer representatives, site teams, frontline OCC personnel, and external stakeholders.
  • Oversee OCC contracts with a focus on operational performance, profitability, and customer satisfaction.
  • Manage and monitor the OCC budget.
  • Support strategic initiatives and other operational priorities as assigned.
Leadership & Team Management

The Manager will directly oversee OCC Shift Supervisors and provide leadership across the broader OCC organization.

The successful candidate will be responsible for:
  • Building and maintaining a high-performing, accountable operations team.
  • Ensuring adequate staffing across all shifts.
  • Developing and mentoring supervisors and operators.
  • Maintaining employee engagement while driving operational KPIs.
  • Establishing clear performance expectations and accountability.
  • Building a strong culture of safety, compliance, operational excellence, and continuous improvement.
Required Qualifications
Education & Experience
  • Bachelor’s degree in Business Management, Engineering, Operations, or a related field.
  • MBA is preferred.
  • 10+ years of experience working in a real-time control room or operations environment, preferably within renewable energy.
  • At least 5 years of management or leadership experience.
  • Experience leading multi-shift operational teams.
  • Experience in electrical generation operations, including thermal, hydro, solar, wind, or energy storage.
  • Hands-on experience or strong knowledge of high-voltage, transmission, or collection systems.
  • Experience with renewable energy operations, including solar, wind, and/or battery storage facilities.
  • Strong knowledge of RTOs, system operators, NERC regulations, utility relationships, and electrical generation regulations.
  • Demonstrated experience identifying operational issues, performing root cause analysis, and implementing improvements.
  • Proven ability to lead multi-shift teams and consistently achieve operational objectives.
  • Strong people leadership, coaching, mentoring, and performance management skills.
  • Excellent communication skills with the ability to interact effectively with senior leadership and frontline operational staff.
  • Strong strategic thinking and the ability to translate organizational objectives into operational strategies.
  • KPI- and results-oriented with a strong focus on employee engagement.
  • Analytical and detail-oriented with the ability to develop accurate, fact-based management information.
  • Strong problem-solving and decision-making capabilities.
  • Excellent presentation, communication, and technology/IT skills.
  • Ability to manage competing priorities in a real-time operational environment.
