Job Title: Manager, Fleet Services

Immediate Supervisor: Director of Transportation

The Fleet Manager is responsible for overseeing all activities related to the maintenance, repair, and replacement of the school division's fleet of buses, service vehicles, and equipment. This includes supervision of staff, management of maintenance and office operations, tool accountability, inventory control, and implementation of a fleet replacement plan. The position ensures that all vehicles are safe, reliable, and compliant with federal, state, and local regulations, supporting uninterrupted transportation services. The Fleet Manager also promotes a culture of accountability, safety, and continuous improvement within the department.

QUALIFICATIONS:

Education and Experience: A high school diploma or GED is required; an Associate's degree in Automotive or Diesel Technology is preferred. Applicants should have at least five years of progressively responsible experience in fleet maintenance, including two years in a supervisory capacity. Master Mechanic certification (ASE or equivalent) is preferred, along with experience working on diesel and gasoline engines, electrical systems, and hydraulic repairs. Candidates should have a strong understanding of fleet management software, inventory systems, and state inspection protocols. Licenses and Certifications: A valid driver's license is required, and a Virginia license must be obtained within six months of employment. A CDL with School Bus and Air Brake endorsements is preferred or should be obtained within six months. A Virginia State Inspector Certification is preferred or should be obtained within six months. Knowledge, Skills, and Abilities: Candidates must demonstrate expertise in fleet lifecycle management, budgeting, and procurement, along with proficiency in maintenance tracking systems and Microsoft Office applications. They should possess excellent leadership, communication, and organizational skills, the ability to manage multiple priorities, and a thorough knowledge of environmental and workplace safety regulations.

PERFORMANCE EXPECTATIONS:

The Fleet Manager plans, schedules, and supervises vehicle inspections, preventive maintenance, and repairs for all district vehicles while ensuring compliance with Virginia Department of Education and DMV maintenance and inspection standards. The manager monitors and evaluates mechanic and shop staff performance for efficiency and quality workmanship, reviews and closes work orders in the fleet maintenance system, and conducts comprehensive annual fleet assessments, including analysis of vehicle age, mileage, condition, and cost of ownership. They develop and maintain a fleet replacement plan aligned with budget forecasts and vehicle life cycles, maintain accountability for mechanic tools, diagnostic equipment, and shop supplies, and track and inventory all tools and service truck equipment to ensure accurate labeling and logging. The Fleet Manager oversees the acquisition, distribution, and calibration of automotive parts, shop tools and diagnostic equipment, prepares and monitors the annual maintenance budget, and controls expenditures for parts, labor, and contracted services. They also audit and maintain accurate electronic and physical maintenance records, cost analyses, and warranties, provide ongoing training and professional development for mechanics and support staff, and enforce safety standards while ensuring compliance with OSHA, EPA, and division policies.

Additional responsibilities include supervising and evaluating technicians, parts clerks, and related staff, collaborating with administrators, transportation supervisors, and vendors, assisting with bid preparation for vehicle and equipment purchases, generating regular fleet performance and cost-efficiency reports, and supporting emergency and after-hours operations as required.

GENERAL DEFINITION AND PHYSICAL CONDITIONS OF WORK:

This position requires the ability to stand for extended periods, bend, stoop, and lift up to 50 pounds. The incumbent must have manual dexterity and visual acuity to perform inspections and operate diagnostic tools. Work is performed in both shop and field environments under varying weather conditions.
