Job summary

Richmond Public Schools is seeking a Director of Facility Services to provide strategic leadership, overseeing maintenance, construction, and capital improvement programs across the district. The role requires directing budgets, ensuring safety and compliance, and leading over 200 staff including managers and trades personnel.

Qualifications

• Bachelor’s Degree in Facilities Management, Engineering, Architecture, Construction Management, or a related field.
• Ten (10) years of progressively responsible experience in facilities management, construction, or maintenance operations, including at least five (5) years in a supervisory or leadership capacity.
• OSHA and safety compliance training desirable.

Responsibilities

• Supervises and evaluates or supports across teams over 200 assigned personnel including managers, supervisors, and skilled trades staff; recommends hiring, transfers, promotions, and disciplinary actions as appropriate.
• Provides leadership for the district’s construction management and maintenance operations, including project design, bidding, contract management, and construction oversight.

General Description: The Director of Facility Services provides strategic leadership, oversight, and management of all district facilities, maintenance, construction, and capital improvement programs. The Director ensures all Richmond Public Schools’ facilities are maintained in a safe, efficient, and compliant condition to support high-quality learning environments. This position manages facility planning, construction, maintenance operations, and related budgets; assures compliance with all applicable local, state, and federal regulations; and directs department personnel in achieving district goals.

• Plans, coordinates, and directs all facility operations, including maintenance, construction, renovation, and capital improvement projects across the district.
• Develops and implements strategic goals and operational plans for the Facilities Department to ensure efficiency, sustainability, and compliance with applicable regulations, including Department of State Architect (DSA) and Public Works requirements.
• Manages a multi-million dollar facilities budget to ensure responsible, efficient, and prioritized use of limited operational dollars to maximize the quality of facilities in the division.
• Supervises and evaluates or supports across teams over 200 assigned personnel including managers, supervisors, and skilled trades staff; recommends hiring, transfers, promotions, and disciplinary actions as appropriate.
• Provides leadership for the district’s construction management and maintenance operations, including project design, bidding, contract management, and construction oversight.
• Collaborates with and provides feedback to the district’s construction team to ensure coordination and alignment.
• Prepares and reviews technical specifications and bid documents for all major projects requiring competitive procurement and/or regulatory approval.
• Coordinates with district administrators, consultants, and contractors to minimize the impact of construction and maintenance activities on school operations and educational programs.
• Accurately estimates time, materials, and labor costs for proposed projects and monitors expenditures to ensure adherence to approved budgets.
• Ensures compliance with safety, environmental, and regulatory standards through routine inspections, documentation, and corrective action planning and execution.
• Develops and maintains strong partnerships with local fire, building, and city planning officials to ensure adherence to codes, permits, and safety protocols.
• Analyzes facility needs data and prepares reports for the Chief Operating Officer and School Board regarding project progress, performance metrics, and long-term planning.
• Directs emergency response and recovery efforts related to district facilities, ensuring timely communication and coordination with internal and external stakeholders.
• Promotes a culture of collaboration, accountability, and continuous improvement within the Facilities Department.
• Responds to emergency situations and urgent facility needs outside of normal business hours as required.

Qualifications:

• Bachelor’s Degree in Facilities Management, Engineering, Architecture, Construction Management, or a related field. Master’s degree in a related field preferred.
• Ten (10) years of progressively responsible experience in facilities management, construction, or maintenance operations, including at least five (5) years in a supervisory or leadership capacity.

Licenses/Certifications:

• Class “A” Contractor’s License in commercial and residential building, Master HVAC, Master Gas, or equivalent credentials preferred.
• OSHA and safety compliance training desirable.

Knowledge, Skills and Abilities:

• Knowledge of principles, methods, and best practices of facilities management, construction, and maintenance operations in a public school or comparable environment.
• Knowledge of applicable codes, laws, and regulations including OSHA, ADA, DSA, Public Works, and building safety standards.
• Knowledge of project management, budget development, procurement, and contract administration.
• Skill in leading, supervising, and evaluating professional and technical staff.
• Skill in estimating costs, scheduling, and resource allocation for large-scale maintenance and construction projects.
• Skill in written and verbal communication, report preparation, and presentation to diverse audiences including district leadership and the School Board.
• Ability to analyze complex technical problems, propose effective solutions, and manage multiple priorities under deadlines.
• Ability to foster teamwork and maintain effective working relationships with contractors, consultants, public officials, and district staff.
• Ability to respond to facility emergencies and provide clear, decisive leadership under pressure.

Physical Demands: Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 25 pounds frequently to lift, carry, push, pull, or otherwise move objects. Work involves frequent standing, walking, talking, and hearing. The employee is required to use hands and arms to operate tools, equipment, or computers. Occasional climbing, bending, stooping, and kneeling are required. Visual acuity is necessary to inspect facilities, read blueprints, and prepare reports with accuracy.

Work Environment: Work is performed in both office and field environments. The position involves routine exposure to construction sites, mechanical rooms, and outdoor conditions including noise, dust, and temperature variations. The employee may be exposed to moderate physical risks associated with inspecting and managing construction or maintenance activities. Tasks require frequent travel between district locations and occasional evening or weekend work for emergencies or Board meetings.
