Under the general direction of the Division Chief, the Manager II position is responsible for the day-to-day management of BH Expansion Branch (BHEB) staff comprised of Supervisor IIs, Supervisor Is, Health Program Specialists, and Analyst Is and IIs. The BHEB is responsible for developing, implementing, administering, monitoring, and reporting of the BH Continuum Infrastructure Program (BHCIP). BHCIP provides competitive grants to qualified entities to construct, acquire and rehabilitate real estate assets or to invest in infrastructure, including mobile crisis services, to expand the community continuum of BH treatment resources. Responsibilities of the incumbent include: developing BHCIP policy, managing the contracting, fiscal, and monitoring components of BHCIP, completing budget change proposals, contract controlled correspondence, and maintaining expertise in BH services. The Manager II must possess extensive knowledge of various administrative and programmatic components of BHCIP in order to manage, train, mentor and coach staff, represent the Branch at meetings and with the public, and write, review and edit documents created within the Branch that provide procedures and programmatic, contract, and fiscal guidance and updates to various stakeholders, including the Governor's Office, State Legislature, Department of Finance, California Health and Human Services Agency, Counties, Cities, Tribal Entities and organizations, private and public non-profit organizations, for profit organizations, departmental program areas and executive management, contractors and subcontractors, and members of the public.
Travel required 10% of the time. Position may require overnight travel for up to 4 consecutive nights to meet training requirements.
This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.
