Job Description

Summary:

The Human Resources Manager directs and manages the overall delivery of Human Resources, General Affairs, and Safety services, policies, and programs for the Company. This position develops and leads practices and objectives that promote an employee-oriented, high-performance culture emphasizing empowerment, quality, productivity, accountability, goal achievement, and the recruitment and ongoing development of a highly qualified workforce.

The Human Resources Manager is responsible for developing processes and performance metrics that support the organization’s business goals. This position also maintains positive relationships with local government and community organizations, manages employee benefit programs, supports regulatory compliance, and ensures that the company maintains all required business licenses and permits.

Essential Duties and Responsibilities:

  • Plan, develop and implement strategies for Human Resources management and employee development, including:
    • Recruitment and selection
    • Employee discipline and grievances
    • Employee counseling
    • Compensation and working conditions
    • Employment contracts
    • Training and development
    • Succession planning
    • Employee morale and motivation
    • Organizational culture development
    • Performance evaluations
    • Quality management intitiatives
  • Develop and maintain positive working relationships with county and city officials, economic development organizations, chamber of commerce, and other community partners.
  • Oversee or support payroll administration, employee insurance programs, workers’ compensation, 401(k) retirement plans, and other employee benefits.
  • Manage and oversee activities within Human Resources, General Affairs, Safety, and OSHA compliance.
  • Ensure compliance with applicable federal, state, and local employment laws, OSHA regulations, and company policies.
  • Support the establishment and startup of new company operations, facilities, or programs.
  • Identify, obtain, renew, and maintain all required business licenses, permits, registrations, and regulatory approvals.
  • Establish and maintain appropriate systems and metrics for measuring Human Resources performance and development.
  • Monitor, measure, and report on HR matters, opportunities, development plans, and achievements within established formats and timeframes.
  • Manage, coach, and develop direct-reporting employees.
  • Manage and control departmental expenses within approved budgets.
  • Collaborate with functional and departmental managers to understand their HR-related needs and ensure they are fully informed of HR objectives, initiatives, and accomplishments.
  • Maintain current knowledge of Human Resources laws, regulations, practices, theories, and methods, and provide appropriate guidance to executives, managers, and employees.
  • Contribute to the evaluation and development of HR strategies and organizational performance in cooperation with the executive management team.
  • Ensure departmental activities comply with organizational requirements related to quality management, workplace health and safety, employment laws, environmental policies, and the company’s general duty of care.
  • Perform other duties as assigned.

Minimum Qualifications

Knowledge and Skills

  • Strong knowledge of Human Resources management principles and employment practices.
  • Knowledge of payroll administration, employee insurance, workers’ compensation, 401(k) plans, and benefits administration.
  • Knowledge of workplace health and safety practices.
  • Familiarity with OSHA regulations and reporting requirements.
  • Experience with General Affairs, Safety, and regulatory compliance responsibilities.
  • Experience working with county and city officials, economic development organizations, and chambers of commerce.
  • Experience supporting business or facility startups and maintaining required licenses and permits.
  • Knowledge and experience using Human Resources Information Systems (HRIS); experience with ADP is preferred.
  • Knowledge of administrative and clerical procedures, including Microsoft Office Suite, records management, file maintenance, form design, and general office procedures.
  • Strong leadership, communication, organizational, and problem-solving skills.
  • Ability to handle confidential and sensitive information with professionalism and discretion.

Education, Experience, Certifications:

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • A minimum of three years experience in Human Resources, General Affairs, Safety, or a related professional environment in a leadership role.
  • SHRM or HRCI certification is required.

Work Environment and Physical Requirements:

  • Work is performed within Dongwon facilities in an office connected to a manufacturing environment that may be dusty, dirty, greasy, and noisy.
  • The employee may occasionally be required to enter production and manufacturing areas.
  • The employee may be required to lift and carry items weighing up to 10 pounds.
