csONE Benefit Solutions is seeking a hands‑on Manager of COBRA Administration in Concord, NH. The role leads a COBRA team, oversees notices, billing, and inquiries, and participates in budget and process improvements.

The candidate should bring HR/benefits experience and strong leadership to ensure service standards are met. The position is onsite, Monday–Friday, with a comprehensive benefits package including health, dental, vision, PTO, holidays, a 401(k), and tuition reimbursement.

Our Administrative Services Department is seeking a full-time, 37.5 hours per week, onsite Manager of COBRA Administration who leads, manages, coaches, and mentors the COBRA Administration team to achieve departmental and csONE Benefit Solutions (csONE) objectives.

This is a hands-on, working manager role requiring active participation in day-to-day COBRA administration responsibilities in addition to providing team leadership and oversight.

This position oversees and supports the accurate setup of employer accounts, the timely distribution of COBRA notifications, billing, premium remittance to insurance carriers, and the prompt resolution of inquiries or complaints from continuants, group administrators, and producers. The Manager of COBRA Administration manages a staff of Administrative Services Analysts, leads by example, and works alongside the team as needed to manage workloads, resolve issues, and ensure service standards are met.

Some of the Responsibilities for this Role:
  • Manages, plans, and monitors departmental workflow to ensure accurate and timely processing of COBRA notices, billings, remittances, and responses to inquiries. Provides comprehensive on-the-job training and guidance to staff, and makes decisions related to employment, performance evaluation, salary recommendations, and other personnel actions.
  • Ensures efficient department performance through effective resource management and supports continuous process improvement initiatives.
  • Motivates, mentors, and develops team members through regular coaching, consistent policy and procedure administration, ongoing performance monitoring, and counseling; ensures compliance with all safety practices and procedures.
  • Communicates both verbally and in writing with continuants, group administrators, and producers, providing guidance on the COBRA Administration process and resolving customer service issues using sound judgment, knowledge of federal regulations, and familiarity with csONE policies and systems.
  • Serves as a technical resource for the csONE sales department by researching regulatory concerns, resolving service issues, explaining policies and procedures, participating in sales and service calls, and acting as a backup representative at benefit fairs.
  • Assists with annual budget preparation, operates within approved budgetary limits, and prepares monthly accounting entries for COBRA Administration functions.
  • Acts as a liaison with other csONE departments to ensure accurate and timely information sharing, supporting efficient cross-departmental workflow.
Skills, Abilities & Knowledge for this Role:

Bachelor's Degree in Business, Human Resources, or a related field plus at least two years of related experience, and/or Graduate Degree, including experience with customer service and claims processing, or an equivalent combination of training, knowledge, and/or education.
