Management and Program Analyst (Bilingual - Spanish)

Duties

As a Management and Program Analyst (Bilingual - Spanish) you may:

  • Be involved in critical activities aimed at enhancing resilience of the electric grid.
  • Be responsible for managing projects and collaborating with stakeholders, contributing significantly to grid modernization efforts.
  • Evaluate and advise on methods and procedures and analyze management information requirements.
  • Help in advancing diversity, equity, inclusion, and accessibility by investing, improving, and expanding the electric infrastructure in disadvantaged communities to enhance access to affordable electricity and promote energy justice.

  • You must be a U.S. Citizen or National.
  • This employer participates in the e-Verify program.
  • If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System or are exempt from having to do so under the Selective Service Law.
  • If selected, your appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • If selected, you may be required to complete a one-year probationary period.
  • This position is eligible for remote work. If selected, it is required to sign a remote work agreement detailing remote working conditions and expectations for position. Work may only be performed from a location in the U.S.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.

Qualifications

SELECTIVE PLACEMENT FACTOR: Bilingual - Spanish and English language fluency is REQUIRED. You will be interviewed in both Spanish and English and you may be required to read/write and/or translate documents from Spanish to English and vice versa. Further consideration will not be given if you fail to demonstrate fluency in both English and Spanish.

SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  • Implementing innovative strategies and/or community engagement activities with representatives from different community sectors; AND
  • Leading project management activities for mission-critical programs by providing technical guidance and advice for clean energy policies; AND
  • Providing advice and guidance for improvements on policies and making recommendations based on laws and regulations impacting the energy sector; AND
  • Overseeing the development of plans and executing the analysis of both quantitative and qualitative data.

NOTE: There is no substitution of education for specialized experience at the GS-13 level.

SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  • Implementing innovative strategies and/or community engagement activities with representatives from different community sectors; AND
  • Researching laws, regulations, guidelines, and approved procedures for clean energy policies; AND
  • Developing innovative and substantive solutions to improve program efficiency and mitigate risk and provide guidance to enable mission results; AND
  • Analyzing and evaluating project performance data (on a quantitative or qualitative basis).

NOTE: There is no substitution of education for specialized experience at the GS-12 level.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and (2) be rated "well-qualified", which is defined as scoring in the Well Qualified category (or higher).
