Qualifications

  • Bachelor's degree required with 4–7 years of government grants management experience.
  • Experience with federal grants management regulations (e.g., 2 CFR 200) and related policies.
  • Familiarity with foreign assistance platforms and interagency coordination.
  • Proficient in financial analysis, fiscal review, and risk/compliance assessment.
  • Ability to interpret complex regulatory requirements for awards administration.

Job description

Management Analyst II

This position requires an active Secret clearance.

The Management Analyst II/Grants provides administrative and operational support in the implementation of foreign assistance programs that advance U.S. digital, cyber, and emerging technology priorities in emerging markets, in alignment with U.S. economic and national security objectives. Supporting the effective administration of federal financial assistance awards, including grants, cooperative agreements, contracts, and interagency agreements, this role assists Program Managers, Grants Officer Representatives (GOR) and Grants Officer (GO) in driving successful program implementation. The ideal candidate is well-versed in foreign assistance programming across multiple funding mechanisms, ensuring effective administration throughout the lifecycle - from pre-award review through closeout, file maintenance, fiscal review, and compliance - while staying ahead of regional cyberspace, digital freedom, and ICT trends. Strong coordination skills across interagency servicing agencies and Department Bureaus and offices are essential.

Compensation & Benefits:

Pay rate: $100,000- $129,015.04

Pay will be negotiated and commensurate with education and experience.

Management Analyst II Responsibilities Include:
  • Provide administrative, operational, and analytical support to the Grants Officer, Grants Officer Representative, and Program Managers implementing CDP programming, spanning the full pre-award through post-award cycle of foreign assistance awards,
  • In consultation with program staff, evaluate changes in scopes of work, activities, or budgets negotiated between recipient organizations and Department program offices as monitoring results warrant.
  • Build and maintain working relationships with the Office of Global Acquisition and finance, budget, and contract teams coordinating regularly on the processing and implementation of grants and related awards. Utilizes foreign assistance platforms to include PMS, SAM.GOV, My Grants, G-Invoicing, etc.
  • Apply strong analytical skills to track funding streams and ensure appropriate disbursement to implementing partners.
  • Contribute to the annual monitoring plans and guidelines, focusing on the administration and operational management dimensions of awarded programs; share relevant documentation and information with program and project staff to support effective oversight.
  • Maintain official project files in accordance with Department recordkeeping requirements, ensuring accuracy and audit-readiness.
  • Review pertinent audit reports for monitoring and compliance implications and coordinate necessary follow-up actions.
  • Draft memos related to award administration.
  • Review grantee fiscal reports, monitor recipient financial performance, and identify and help resolve compliance or risk issues.
  • Coordinate with program and finance offices to execute the timely and compliant closeout of grants and cooperative agreements, contracts and interagency agreements.
  • Establish and maintain internal procedures for tracking follow-up administrative actions resulting from award monitoring activities.
  • Performs other job-related duties as assigned
Management Analyst II Experience, Education, Skills, Abilities requested:
  • Bachelor's degree from an accredited institution.
  • At minimum (4-7) years of experience with government management systems and procedures, government accounting and reporting, contracting and procurement, and restrictions on programming stemming from Congressional provisions (preferred).
  • Working knowledge of foreign assistance platforms, including PMS, SAM.GOV, My Grants, G-Invoicing, etc.
  • Strong knowledge of federal grants management regulations (e.g., 2 CFR 200) and Department of State grants policy as well as familiarity with comparable regulations and policies surrounding contracts and interagency agreements.
  • Proficient in financial analysis, fiscal report review, and risk/compliance assessment.
  • Ability to interpret and apply complex regulatory and policy requirements for foreign assistance awards administration.
  • Excellent organizational skills and attention to detail in recordkeeping, compliance tracking and audit readiness.
  • Demonstrated experience supporting the full lifecycle of grants, cooperative agreements, contracts, and interagency agreements for foreign assistance programs.
  • Ability to support in the design of program goals, objectives, outputs, and performance measurement systems, including results frameworks, providing inputs into monitoring and evaluation planning and reporting.
  • Ability to coordinate with inter‑agency partners and manage complex funding systems, particularly with program offices, finance offices, and recipient organizations.
  • Strong interpersonal and customer service skills with the ability to build and maintain relationships with internal and external stakeholders.
  • Familiarity with program management techniques, problem-solving, and computer skills are preferred.
  • General understanding of ICT, cyberspace and emerging technology issues is preferred.
  • Awareness of foreign affairs and U.S. national and economic security policy priorities.
  • Secret clearance is required
