Job summary

Vectrona, LLC is seeking an experienced Management Analyst II to provide analytical and administrative support for Navy surface ship maintenance, modernization, and repair programs. The ideal candidate will leverage Navy systems and business practices to support strategic decision making, resource allocation, and operational readiness, with a Secret security clearance

Qualifications

  • Bachelor’s degree in business administration, Management, Engineering, Logistics, or a related field.
  • Equivalent combination of education and directly related experience may be considered where permitted by the contract.
  • Minimum five years of experience supporting surface ship modernization, maintenance, and repair programs.
  • Experience with Navy maintenance policies, procedures, and planning processes.
  • Proficiency with Navy maintenance databases and related systems.

Responsibilities

  • Analyze data using Navy maintenance systems to support planning and decision making.
  • Perform historical and predictive analyses to identify trends and improve maintenance planning.
  • Develop maintenance forecasts, cost estimates, and performance metrics for PMO.
  • Prepare and review reports and official correspondence per Navy standards.
  • Evaluate processes, staffing, workload, and maintenance documentation for efficiency.

Position/Job Title: Management Analyst II

Status: Contingent upon contract award

Location: Hampton Roads

Start date: September 1

Security Clearance: Secret (REQUIRED)

Salary range: $90,000 to $125,000

Travel: Minimal travel as required to support customer meetings and mission requirements.

Background:

Vectrona is seeking an experienced Management Analyst II to provide analytical and administrative support for Navy surface ship maintenance, modernization, and repair programs. This position supports the Government by analyzing maintenance data, evaluating organizational processes, developing forecasts, and providing recommendations that improve the planning and execution of ship maintenance availabilities. The successful candidate will leverage Navy maintenance systems and business management practices to support strategic decision making, resource allocation, cost forecasting, and operational readiness.

Day-to-Daily Responsibilities:
  • Analyze data using Navy Maintenance Database (NMD), Ship Maintenance Data Improvement Initiative (SMDII), Availability Management System (AMS), Validation, Scheduling and Brokering (VSB), and other Navy systems to support maintenance planning and decision making.
  • Perform historical and predictive analyses to identify trends, support resource allocation, and improve ship maintenance planning and execution.
  • Support the Portfolio Management Office (PMO) by developing maintenance forecasts, cost estimates, and performance metrics while providing recommendations to improve business processes.
  • Prepare, review, and revise reports, risk letters, Small Dollar Value Growth (SDVG) metrics, naval messages, and other official correspondence in accordance with Department of the Navy standards.
  • Evaluate organizational processes, staffing, workload distribution, and maintenance documentation, providing recommendations to improve efficiency and mission execution.
  • Review work specifications and integrated production schedules submitted through NMD to ensure planning and execution requirements are met.
  • Prepare reports, briefings, and presentations while effectively communicating findings and recommendations to Government leadership and stakeholders.
  • Coordinate with Government personnel, contractors, and cross functional teams to support the successful execution of ship maintenance availabilities.
Preferred Education/Degree:
  • Bachelor’s degree in business administration, Management, Engineering, Logistics, or a related field.
  • Equivalent combination of education and directly related experience may be considered where permitted by the contract.
Preferred Knowledge, Skills and Qualifications:
  • Minimum of five (5) years of experience supporting surface ship modernization, maintenance, and repair programs.
  • Working knowledge of Navy maintenance policies, procedures, and planning processes.
  • Experience using Navy Maintenance Database (NMD), SMDII, Availability Management System (AMS), and Validation, Scheduling and Brokering (VSB) systems.
  • Strong analytical, organizational, and problem‑solving skills.
  • Experience developing cost estimates, forecasts, and maintenance trend analyses.
  • Knowledge of Department of the Navy correspondence formats and administrative procedures.
  • Ability to analyze complex data and develop actionable recommendations.
  • Excellent written and verbal communication skills, including experience delivering presentations to Government leadership.
  • Proficiency with Microsoft Office Suite, including Excel, Word, and PowerPoint.
  • Ability to work independently and collaboratively in a fast‑paced Navy acquisition or maintenance environment.
