Job summary

Gilbane is seeking an Occupancy & Compliance Manager for Livingston Place in Washington, DC to lead occupancy strategies and ensure LIHTC compliance. You will oversee waitlists, income certifications, and occupancy reporting while maintaining regulatory accuracy and leasing performance.

Qualifications

• Bachelor’s degree required; 3–5+ years leasing/property management experience.
• LIHTC (Section 42) experience and familiarity with income certifications preferred.
• Professional certification such as HCCP or COS preferred.
• Experience managing LIHTC properties in Washington, DC preferred.
• Strong leadership and supervisory skills; proficiency with MS Office and property management systems.

Responsibilities

• Develops and executes strategies to maintain strong occupancy levels.
• Oversees waitlist management in accordance with LIHTC and Fair Housing requirements.
• Monitors unit turnover timelines and coordinates vacancy readiness.
• Oversees income certifications and recertifications to ensure compliance with IRS Section 42.
• Reviews and approves applicant files prior to final certification.
• Ensures rent limits, income limits, and utility allowances are properly applied.
• Maintains audit readiness and supports compliance reviews.
• Administrative file preparation and documentation tasks.
• Provides coaching, quality control review, and performance feedback.
• Ensures accurate data entry and compliance tracking in PM systems.
• Generates and reviews occupancy and compliance reporting.
• Guides residents and applicants on eligibility and lease requirements.
• Resolves escalated leasing or compliance concerns.
