State of Washington’s Energy Division seeks a Federal Contracts LIHEAP/BPA Program Manager to lead federal weatherization programs across Washington. You will secure funding, develop budgets and contracts, and oversee performance metrics, ensuring compliance with federal and state requirements.

The role advances low-income housing initiatives, collaborates with diverse stakeholders, and drives continuous improvement in program delivery while managing complex contracts and data reporting.

Qualifications

• Bachelor's degree in Public Administration or related field; experience substituted year-for-year for education.
• 7 years of combined experience and/or education as described for qualification levels.
• Experience in weatherization, energy assistance programs, or related policy areas is preferred.

Responsabilités

• Produce program applications, budgets, contracts, and policies for LIHEAP/BPA weatherization programs.
• Monitor expenditures, deliverables, and reporting to ensure on-time, on-budget delivery.
• Develop and maintain program policies, data management, and grant/contract administration.
• Coordinate with federal/state partners and stakeholders to streamline delivery and enhance outcomes.
• Lead staff in contract administration, hiring processes, and staff development.
