Job summary

Kindly Direct Care in Pennsylvania is seeking a Licensing & Compliance Specialist to lead regulatory and licensing efforts for our HCBS operations. You will manage licensing applications, renewals, and audits, ensuring we meet PA DHS requirements and HCBS regulations.

The role requires strong knowledge of PA HCBS licensing, experience with DDD/ODP rules, meticulous documentation, and the ability to work independently. This is remote-friendly with room to grow as we expand statewide.

Qualifications

• Strong knowledge of Pennsylvania HCBS licensing requirements.
• Experience with DDD/ODP regulations a major plus.
• Detail-oriented and highly organized—manage documentation and deadlines.
• Strong communication and coordination skills.
• Self-starter capable of working independently.
• Experience with startup licensing or multistate compliance is a big plus.

Responsibilities

• Complete all licensing applications, renewals, and documentation required by PA DHS.

• Monitor and maintain staff documentation incl. trainings, clearances, insurances.
• Serve as main contact for state audits, licensing inspections, and reviews.

We are expanding into Pennsylvania and are seeking a Licensing & Compliance Specialist to lead the regulatory and compliance efforts for our Home and Community-Based Services (HCBS) operations.

What You’ll Do:

• Complete all licensing applications, renewals, and documentation required by the Pennsylvania Department of Human Services

• Ensure full compliance with HCBS regulations, policies, and procedures

• Monitor and maintain documentation for staff training, clearances, insurances, and background checks in line with PA regulations

• Serve as the main point of contact for state audits, licensing inspections, and compliance reviews

• Work collaboratively with internal departments to ensure operational readiness and regulatory alignment

• Stay up-to-date on changing PA regulatory and licensing requirements and adjust internal processes accordingly

What We’re Looking For:
