Job summary

Government Library Services seeks a Program Manager / Library Administrator to lead operations for a federal scientific and technical intelligence library serving 1,200+ government users globally. The role provides strategic guidance on resources, drives continuous improvement, and ensures timely contractual deliverables.

Qualifications

• U.S. citizen.
• Bachelor’s degree or higher in a relevant field such as library/science, information science, business, or related disciplines.
• Fluent English, strong written and verbal communication.
• Minimum 5 years in library/information management.
• Minimum 3 years in program or project management for library operations.
• Experience managing annual budgets typically in multi‑million range with reporting and forecasting.
• Supervisory experience of professional staff and cross‑functional teams.
• Ability to interact with senior government officials and customers.

Responsibilities

• Provide overall leadership for contract operations and ensure compliance with requirements.
• Serve as primary liaison with CO, COR, and government stakeholders.
• Direct daily operations for acquisition, organization, and dissemination of information resources.
• Mentor and evaluate librarians, language specialists, and admin staff.
• Manage annual budgets, financial execution, reconciliations, and monthly reporting.
• Oversee library website, e-resources, and CMS for 24/7 service availability.
• Develop and submit monthly status reports, invoices, and performance metrics.
• Ensure compliance with QMP, cybersecurity, and DFARS provisions.
