Job summary

LAC Federal seeks an experienced Library Program Manager to lead operations of a specialized federal research library and Information Center supporting corrections professionals, government agencies, researchers, and students. You will oversee library operations, website hosting, information services, and coordinate with federal representatives.

The role requires strong leadership, budget oversight, and the ability to obtain a U.S. government security clearance.

Qualifications

• Master's degree in Library/Information Science from an ALA-accredited program.
• Minimum of five years of project/program management experience in a research or federal library with supervision.
• Experience managing budgets, invoicing, and burn-rate tracking.
• Experience leading and training employees, with progressive disciplinary actions.
• Thorough knowledge of current library techniques, best practices, and standards.
• Ability to obtain and maintain a U.S. government security clearance.

Responsibilities

• Direct daily operations of the federal library and Information Center, ensuring consistent service delivery.
• Supervise personnel, assign responsibilities, establish standards, and coordinate staffing and schedules.
• Oversee contract performance, quality control, service delivery, and compliance with procedures.
• Manage contract budgets, financial reporting, invoicing, and expenditure tracking.
• Develop and maintain operating procedures, technical documentation, policies, and performance reports.
• Oversee technical and reference services in a research or government library environment.
• Coordinate with Government Contracting Officer's Representative and other government staff.
• Lead employee training, performance management, and disciplinary actions.
• Coordinate library, information services, and technology teams to meet changing needs.
