Job summary

Lsslibraries seeks a Program Manager / Library Administrator to lead operations for a federal scientific and technical intelligence library serving 1,200+ government users worldwide. You will ensure contract success, operational excellence, and outstanding customer support.

You will supervise librarians, language specialists, and staff, manage budgets of $3–$7M, and coordinate global resource acquisition while driving improvements and 24/7 service availability.

Qualifications

  • U.S. Citizen.
  • Fluent in English with strong communication skills.
  • 5+ years in library science or information management.
  • 3+ years in program or project management supporting library ops or digital libraries.
  • Experience managing annual operating budgets $3M–$7M with reporting and forecasting.
  • Supervisory experience managing professional staff and allocating resources.
  • Proficient with MS Office and ability to interact with senior government officials.
  • Ability to work within 25 miles of Wright-Patterson AFB and support meetings.

Responsibilities

  • Provide leadership and management for contract operations, ensuring compliance with requirements and performance standards.
  • Serve as primary contact with CO, COR, and government stakeholders.
  • Direct daily operations for acquisition, organization, and management of information resources.
  • Supervise and evaluate librarians, language specialists, and administrative staff.
  • Manage annual budgets, financial execution, reconciliations, and monthly reporting for multiple government customers.
  • Oversee library website, electronic resource management, and CMS to ensure 24/7 service availability.
  • Develop and submit monthly status reports, financial reports, metrics, plans, invoices, and other deliverables.
  • Ensure compliance with QMP, cybersecurity, DFARS, and applicable regulations.
  • Develop process improvements, tech enhancements, and innovative solutions for operations and customer service.
  • Coordinate worldwide acquisition of resources including foreign-language materials.
  • Monitor performance, identify risks, implement corrective actions, and drive continuous improvement.
  • Support contract transition, staffing continuity, recruitment, and succession planning.

Description

The Program Manager / Library Administrator will lead operations supporting a federal scientific and technical intelligence library supporting more than 1,200 government users worldwide. he Program Manager / Library Administrator provides overall leadership and management for the library, ensuring successful execution of contract requirements, operational excellence, and exceptional customer support.

This role oversees the assignment and quality of research, acquisitions, and library operations while serving as the primary liaison to the Government's Contracting Officer (CO), Contracting Officer's Representative (COR), and customer organizations. Responsibilities include managing contract budgets, financial planning, reconciliation, and performance reporting; supervising and developing library staff; and ensuring timely delivery of monthly reports and other contractual deliverables.

The Program Manager fosters strong customer relationships by providing strategic guidance on library resources, identifying emerging information needs, and promoting relevant scientific and technical publications. The position also drives continuous improvement by soliciting customer feedback, implementing innovative technologies and business processes, improving operational efficiency, and enhancing access to library resources in support of the agency’s mission.

Responsibilities
  • Provide overall leadership and management for all contract operations, ensuring full compliance with contract requirements and performance standards.
  • Serve as the primary point of contact with the Contracting Officer (CO), Contracting Officer's Representative (COR), and Government stakeholders.
  • Direct daily operations supporting acquisition, organization, dissemination, and management of scientific and technical information resources.
  • Supervise, mentor, and evaluate a multidisciplinary team of librarians, language specialists, and administrative personnel.
  • Manage annual contract budgets, financial execution, cost tracking, reconciliations, and monthly financial reporting for multiple Government customer organizations.
  • Oversee administration of the library website, electronic resource management systems, and content management platform to ensure secure, reliable, 24/7 service availability.
  • Develop and submit required monthly status reports, financial reports, performance metrics, project plans, invoices, and other contract deliverables.
  • Ensure compliance with Quality Management Plan (QMP) requirements, cybersecurity requirements, DFARS safeguarding provisions, and applicable Government regulations.
  • Develop and implement process improvements, technology enhancements, and innovative solutions that improve library operations and customer services.
  • Coordinate worldwide acquisition of commercial and publicly available information resources, including foreign-language publications and electronic subscriptions.
  • Monitor contract performance, identify risks, implement corrective actions, and ensure continuous improvement throughout the period of performance.
  • Support contract transition, staffing continuity, recruiting activities, and succession planning as necessary.

Requirements

Mandatory Qualifications
  • U.S. Citizen.
  • Must possess a bachelor's degree or higher, relevant subjects such as library science, information science, business administration, international relations, Russian, Farsi, Chinese preferred
  • Fluent in spoken and written English and skilled in professional and interpersonal communication.
  • Minimum five (5) years of progressively responsible experience in library science, information science, or a closely related information management field.
  • Minimum three (3) years of program or project management experience supporting library operations, information technology services, digital libraries, or internet-based research programs.
  • Demonstrated experience managing annual operating budgets between approximately $3 million and $7 million, including financial reporting, reconciliation, forecasting, and budget execution.
  • Demonstrated supervisory experience managing professional staff and allocating resources across multiple simultaneous priorities.
  • Excellent written, verbal, and interpersonal communication skills with the ability to interact effectively with senior Government officials and customers.
  • Experience preparing executive-level reports, project documentation, and customer briefings.
  • Experience managing multiple priorities while maintaining exceptional customer service.
  • Proficiency using Microsoft Office Suite, including Excel, Word, Outlook, and PowerPoint.
  • Ability to work within 25 miles of Wright-Patterson Air Force Base and support Government meetings as required.
Preferred Qualifications
  • Experience working with overseas publishers and foreign language materials.
  • Masters of Library Science (MLS) or equivalent from an accredited program.
  • Previous experience working on government contracts with client management, project management, and financial management responsibilities.
  • Proficiency in one or more foreign languages.
  • Project Management Professional (PMP) certification or equivalent project management certification.
  • Experience managing federal contracts for DoD or Intelligence Community organizations.
  • Experience managing scientific, technical, defense, or intelligence information collections.
  • Experience administering electronic resource management systems, library websites, content management systems, or digital repositories.
  • Knowledge of cybersecurity requirements applicable to federal information systems, including NIST SP 800-171 and DFARS 252.204-7012.
  • Experience working with foreign-language publications, international publishers, or worldwide information vendors.
  • Reading or speaking proficiency in Chinese, Russian, Persian (Farsi), or another strategically significant foreign language.
  • Experience implementing quality management systems, continuous process improvement initiatives, or ISO 9001 quality principles.
  • Experience supporting Contractor Performance Assessment Reporting System (CPARS), Quality Management Plans, and federal performance metrics.
Physical Requirements:
  • Ability to remain seated for extended periods while working at a computer, attending virtual meetings, preparing reports, managing budgets, and overseeing library operations, with frequent use of a keyboard, mouse, telephone, and multiple computer applications.
  • Ability to occasionally stand, walk, bend, reach, and lift or carry materials and office equipment weighing up to 20 pounds, including books, files, laptops, presentation materials, and office supplies, while moving throughout the library and meeting spaces.
  • Ability to communicate effectively in person, by telephone, video conference, and email with Government officials, staff, vendors, and customers, with sufficient visual acuity to review detailed financial reports, contracts, technical documentation, and electronic information resources, and the ability to travel locally to Government meetings and work locations as required.
