Overview

Northrop Grumman Aeronautics Systems invites applications for a Level 2 Proposal Analyst or Level 3 Principal Proposal Analyst in Redondo Beach, CA. The role supports proposal development, cost estimating, and pricing for the F‑35 Program, coordinating with functional departments and participating in fact‑finding meetings, cost modeling, and contract negotiations.

Responsibilities

• Compile cost, schedule, and technical elements for proposals in accordance with RFP specifications.
• Develop proposals in response to customer requests, working in a team environment.
• Research and analyze historical data; develop cost models to support proposal efforts.
• Coordinate activities and participate in fact‑finding meetings.
• Participate in should‑cost and pricing reviews with management and customer representatives.
• Serve as a member of the contract negotiating team.
• Prepare and coordinate proposals to comply with government regulations and internal policies.
• Prepare and participate in certified cost or pricing data packages.
• Support proposal audits and negotiate pricing with customers.

Qualifications

• Level 2: Bachelor’s degree in business, finance, economics, or related discipline and 2 years of proposal or material estimating experience, OR Master’s degree in the same fields.
  • Proficient with MS Office Suite (Excel, PowerPoint, Word).
  • Ability to apply cost accounting, pricing, and estimating concepts.
  • U.S. citizenship and ability to obtain/maintain a U.S. Government Secret clearance.
• Level 3: Bachelor’s degree in business, finance, economics, or related discipline and 5 years of proposal or material estimating experience, OR Master’s degree in the same fields and 3 years of estimating experience.
  • Proficient with MS Office Suite (Excel, PowerPoint, Word).
  • Ability to apply cost accounting, pricing, and estimating concepts.
  • U.S. citizenship and ability to obtain/maintain a U.S. Government Secret clearance.
• Preferred: Knowledge of FAR, DFARS, and other U.S. Federal contracting regulations; aerospace/defense industry experience; SAP/S4 proficiency; program cost analysis experience in engineering and manufacturing; ProPricer experience; CPA or related accounting background.

Salary and Benefits

Primary Level: $75,800 - $113,800 per year. Secondary Level: $94,200 - $141,200 per year. Salary is based on qualifications, experience, and market conditions. Employees may be eligible for overtime, shift differential, discretionary bonuses, and, for certain positions, long‑term incentives. Benefits include health insurance, life and disability insurance, a savings plan, paid holidays, and paid time off.
